【摘要】：目的21世紀(jì)以來,社會不斷地發(fā)展,高校的實力不斷地增強(qiáng),高校作為教書育人、人才培養(yǎng)的主要陣地,如何高效利用越來越多的各種投入資源成為了各大高校所面臨的重要問題。本研究通過對比分析某高等醫(yī)科院校“十一五”以來科研資源及科研活動效率變動情況,為促進(jìn)高校科研績效提升和院�？茖W(xué)發(fā)展提供參考借鑒。方法本研究在文獻(xiàn)研究基礎(chǔ)上,選取了該醫(yī)科院校“十一五”和“十二五”期間的投入(科研經(jīng)費(fèi)、課題數(shù)、科研人員)與產(chǎn)出(科研論文、專利申請與授權(quán)書、科研獲獎)共計6方面相應(yīng)的指標(biāo)數(shù)據(jù)。并采用對多投入、多產(chǎn)出分析具備明顯的優(yōu)勢的數(shù)據(jù)包絡(luò)分析(DEA)的方法對該醫(yī)科院校進(jìn)行相應(yīng)的數(shù)據(jù)分析,同時采用統(tǒng)計學(xué)方法進(jìn)行因素分析;其次通過個案訪談的方式對管理人員、中青年教師以及專家教授進(jìn)行訪談,完成理論定性分析。結(jié)果該�？蒲薪�(jīng)費(fèi)累積獲得128805萬元,呈現(xiàn)總體上升趨勢;高級職稱、中級職稱研究人員數(shù)量波動不大,碩博士研究生年均增速13.9%;SCI科研論文、專利申請授權(quán)及科研獲獎等產(chǎn)出均有明顯提升。DEA分析結(jié)果顯示,該校近十年科研績效以相對有效和規(guī)模報酬不變?yōu)橹?僅2010、2011年為DEA弱有效和非DEA有效。因素分析結(jié)果的回歸方程顯示專利數(shù)取決于科研經(jīng)費(fèi)的投入,CSTPCD受高級職稱和碩博研究生的影響,SCI數(shù)主要隨碩博研究生數(shù)增長而增長,科研獲獎數(shù)無法建立模型。訪談方面,主要問題表示在科研成果的轉(zhuǎn)化不高。結(jié)論提高創(chuàng)新能力是改革發(fā)展科研管理的重要前提,高校要想在新時期內(nèi)不斷地壯大進(jìn)步,必須明確總體目標(biāo),主要的任務(wù)以及用來衡量目標(biāo)完成情況的績效指標(biāo)和重要方法。找對工作重心,合理安排團(tuán)隊,確定所要達(dá)到的預(yù)期,是高校健康發(fā)展的必要條件。
[Abstract]:Objective since the 21st century, the society has been developing continuously, the strength of colleges and universities has been continuously strengthened, and colleges and universities are the main position of teaching and educating people and cultivating talents. How to make efficient use of more and more input resources has become an important problem in colleges and universities. By comparing and analyzing the changes of scientific research resources and the efficiency of scientific research activities in a medical college since the 11th Five-Year Plan, this study provides a reference for promoting the improvement of scientific research performance and the scientific development of colleges and universities. Methods on the basis of literature study, we selected the input (research funds, number of subjects, scientific research personnel) and output (scientific research papers, patent applications and authorizations) of the medical college during the period of the Eleventh Five-Year Plan and the Twelfth Five-Year Plan. A total of 6 aspects of the corresponding index data. The data envelopment analysis (DEA), which has obvious advantages in multi-input and multi-output analysis, is used to analyze the data of the medical college, and the statistical method is used to analyze the factors. Secondly, interview managers, young and middle-aged teachers and experts and professors through case interviews to complete the qualitative analysis of theory. Results the amount of research funds accumulated in this school was 1.28805 billion yuan, which showed an overall upward trend, and the number of researchers with senior title and intermediate title did not fluctuate, and the average annual growth rate of Shuo Ph.D. graduate students was 13.9%. The results of DEA analysis show that the research performance of the school is relatively effective and scale reward unchanged in the past ten years, only 2010 and 2011 are DEA weak efficiency and non-DEA efficiency. The regression equation of factor analysis results shows that the number of patents depends on the investment of scientific research funds. CSTPCD is influenced by senior professional titles and graduate students. The number of SCI mainly increases with the increase of the number of graduate students, so it is impossible to establish a model for the number of scientific research awards. Interview, the main problem expressed in the transformation of scientific research results is not high. Conclusion to improve the innovation ability is an important prerequisite for the reform and development of scientific research management. In order to expand and progress continuously in the new period, colleges and universities must make clear the overall goal, the main task, the performance index and the important method to measure the achievement of the goal. Finding the right center of work, arranging the team reasonably and determining the expectations are the necessary conditions for the healthy development of colleges and universities.
