【摘要】：合作醫(yī)療是中國(guó)特色的農(nóng)民醫(yī)療保障制度,作為一項(xiàng)公共事業(yè),其六十年的制度變遷是政府治理變革的反映,而政府治理變革主要體現(xiàn)在不斷變化的政府與農(nóng)民的社會(huì)治理關(guān)系上。從合作醫(yī)療的治理結(jié)構(gòu)、治理機(jī)制、治理手段、治理績(jī)效等多維視角審視,合作醫(yī)療治理歷經(jīng)五個(gè)特色發(fā)展階段:合作化初期的農(nóng)民醫(yī)療互助自治、人民公社時(shí)期的農(nóng)民集體福利治理、改革開(kāi)放初期政府放任治理與重建政策引導(dǎo)下的多元主體探索治理、城鄉(xiāng)二元解凍時(shí)期政府主導(dǎo)的新型農(nóng)村合作醫(yī)療的初級(jí)社會(huì)保險(xiǎn)治理、城鄉(xiāng)一體化加速推進(jìn)時(shí)期整合城鄉(xiāng)醫(yī)保的過(guò)渡型社會(huì)保險(xiǎn)法治。展望未來(lái),合作醫(yī)療善治需要構(gòu)建政府與農(nóng)民以及其他社會(huì)主體相互協(xié)作、良性互動(dòng)的社會(huì)保險(xiǎn)治理關(guān)系,真正實(shí)現(xiàn)合作醫(yī)療治理的社會(huì)化、法治化。
[Abstract]:Cooperative Medical system (CMS) is a farmer's medical security system with Chinese characteristics. As a public enterprise, the institutional changes of the cooperative medical system over the past 60 years are a reflection of the reform of government governance. The change of government governance is mainly reflected in the changing social governance relationship between government and farmers. From the perspective of governance structure, governance mechanism, governance means and governance performance of cooperative medical system, the governance of cooperative medical care has gone through five characteristic stages of development: the farmers' self-governance of mutual medical aid in the early stage of cooperative medical care, In the period of people's commune, the farmers' collective welfare was governed, the pluralistic subjects under the guidance of the government's laissez-faire governance and reconstruction policy in the early stage of reform and opening up, and the primary social insurance governance of the new rural cooperative medical system led by the government in the period of urban-rural dual thawing Urban-rural integration accelerates the period of integration of urban and rural health insurance transitional social insurance rule of law. Looking forward to the future, the good governance of cooperative medical system needs to construct the social insurance governance relationship between government, farmers and other social subjects, so as to realize the socialization and rule by law of cooperative medical treatment.
