【摘要】：民族高校預(yù)算管理在新的高校財務(wù)制度頒布以來有了新的發(fā)展,但仍存在諸多突出問題:民族高校預(yù)算編制基礎(chǔ)不確定、數(shù)據(jù)不準(zhǔn)確,部門預(yù)算和校內(nèi)預(yù)算不能完全統(tǒng)一,預(yù)算執(zhí)行進度緩慢,預(yù)算考核重視效率、忽視效益。上述問題的主要成因是預(yù)算管理存在理念偏向、管理目標(biāo)不明確,預(yù)算編制的內(nèi)容忽視主體特性,預(yù)算執(zhí)行中控制體系不健全、控制力不足,預(yù)算考核中績效管理體系不健全。為此,建議民族高校的預(yù)算管理要從服務(wù)高校戰(zhàn)略目標(biāo)入手,預(yù)算編制的內(nèi)容要反映特性,預(yù)算執(zhí)行要完善控制體系、加強控制力,并逐步建立健全預(yù)算的績效管理體系。
[Abstract]:Since the promulgation of the new university financial system, there have been new developments in the budget management of universities for nationalities, but there are still many outstanding problems: the basis of budgeting in universities for nationalities is uncertain, the data is inaccurate, and the budgets of departments and schools cannot be completely unified. The budget execution progress is slow, the budget appraisal values the efficiency, neglects the benefit. The main causes of the above problems are the ideological bias of budget management, the unclear management objectives, the neglect of the main features of budget preparation, the unsound control system in budget execution, the insufficient control power, and the imperfect performance management system in budget evaluation. Therefore, it is suggested that the budget management of universities for nationalities should start with serving the strategic objectives of colleges and universities, that the contents of budget preparation should reflect the characteristics, that the budget execution should perfect the control system, strengthen the control power, and gradually establish and perfect the performance management system of the budget.
