【摘要】：從政策科學(xué)和績效評價的角度解釋科技創(chuàng)新強(qiáng)省政策實施績效,并從投入、過程、產(chǎn)出和效益4個維度對政策績效進(jìn)行界定。采用主成分分析法選取績效指標(biāo),并以A省科技創(chuàng)新強(qiáng)省政策為例進(jìn)行政策績效評價,從頂層設(shè)計、職能轉(zhuǎn)變、項目管理、財務(wù)管理、制度完善等方面提出科技創(chuàng)新強(qiáng)省政策改革發(fā)展的相關(guān)建議。
[Abstract]:From the perspective of policy science and performance evaluation, this paper explains the policy implementation performance of the province with strong scientific and technological innovation, and defines policy performance from the four dimensions of input, process, output and benefit. The principal component analysis method is used to select the performance index, and the policy performance evaluation is carried out with the example of the strong provincial policy of science and technology innovation in A province, from the top level design, the function transformation, the project management, the financial management. System improvement and other aspects of strong scientific and technological innovation provincial policy reform and development of relevant suggestions.
