【摘要】：通過對扶貧治理研究中的發(fā)展主義范式、制度主義范式和政策主義范式比較分析,發(fā)現(xiàn)當(dāng)前部分地區(qū)的精準扶貧實踐更多遵從在政策主義范式指引下的政策性扶貧路徑。這種路徑可能導(dǎo)致扶貧效果的"棘輪效應(yīng)",造成政策結(jié)果的"馬太效應(yīng)",引發(fā)基層政權(quán)"異化效應(yīng)"�？疾煸颇鲜〈罄碇莸姆鲐氈卫韺嵺`,我們發(fā)現(xiàn)一種整合式扶貧模式,這種模式具有整合論意義上的整體涌現(xiàn)性特征,遵循內(nèi)生性邏輯、整體性邏輯和綜合性邏輯進行運轉(zhuǎn),提升了國家貧困治理政策的執(zhí)行績效,化解了地方政府的政策風(fēng)險,可以看作是一種貧困治理模式的創(chuàng)新。
[Abstract]:Through the comparative analysis of developmentism paradigm, institutionalism paradigm and policy-oriented paradigm in the study of poverty alleviation governance, it is found that the practice of precision poverty alleviation in some areas is more guided by the policy-oriented approach to poverty alleviation under the guidance of policy-oriented paradigm. This path may lead to the ratchet effect of poverty alleviation effect, the Matthew effect of policy result, and the alienation effect of grassroots government. After investigating the practice of poverty alleviation in Dali Prefecture, Yunnan Province, we find that an integrated poverty alleviation model has the characteristics of overall emergence in the sense of integration theory, and follows the endogenous logic, the holistic logic and the comprehensive logic to operate. It can be regarded as a kind of innovation of poverty management mode because it improves the performance of the national poverty management policy and defuses the policy risk of the local government.
