【摘要】：生產(chǎn)力的發(fā)展和科技的進步推動了社會文明進程,但伴隨著工業(yè)化步伐加快,人口激增、能源緊缺和環(huán)境破壞等成為全球面臨的一個共同的難題,危及人類的生存與發(fā)展。愈發(fā)惡化的生態(tài)破壞和環(huán)境污染引起了一些學者的擔憂。具體到整個河南省來說,能源和環(huán)境對河南經(jīng)濟的約束力日漸增強。因此,做好節(jié)能減排工作對河南省的意義重大。首先,本文對國內(nèi)外的文獻進行回顧,總結(jié)其研究的內(nèi)容和方法,取長補短,在借鑒前人的研究成果上,明確本文的研究方向。其次,節(jié)能減排所涉及到的理論有可持續(xù)發(fā)展理論、公共產(chǎn)品理論和外部性理論。本文在對這三個理論進行分析時,緊扣其與節(jié)能減排之間的關(guān)系。在此基礎(chǔ)上,先對河南省工業(yè)節(jié)能減排的現(xiàn)狀作簡要分析,再在遵循節(jié)能減排績效評價指標篩選原則的基礎(chǔ)上,結(jié)合河南省能源消耗以及排污狀況,將節(jié)能減排與經(jīng)濟效益結(jié)合起來,構(gòu)建適合度量河南省節(jié)能減排績效的指標體系。這一體系包括三層:目標層、屬性層和指標層。最后,選用DEA模型來對河南省18個市節(jié)能減排的具體情況進行實證分析。通過研究得出結(jié)論:河南省工業(yè)節(jié)能減排工作的主要問題是技術(shù)效率較低以及產(chǎn)業(yè)結(jié)構(gòu)不合理。根據(jù)分析結(jié)果,有針對性地提出提升河南省節(jié)能減排效率的政策性建議。并對整篇論文進行總結(jié),對未來的研究方向進行展望。
[Abstract]:The development of productive forces and the progress of science and technology have promoted the progress of social civilization, but with the acceleration of industrialization, the rapid increase of population, the shortage of energy and the destruction of the environment have become a common problem facing the whole world, which endangers the survival and development of mankind. Worsening ecological damage and environmental pollution have raised concerns among some scholars. Specifically, Henan Province as a whole, energy and environment on the Henan economy is increasingly binding. Therefore, it is of great significance to do energy saving and emission reduction work well in Henan Province. First of all, this paper reviews the domestic and foreign literature, summarizes the content and methods of its research, learn from each other, in reference to previous research results, clear the research direction of this paper. Secondly, the theory of energy saving and emission reduction involves sustainable development theory, public product theory and externality theory. In this paper, the relationship between energy saving and emission reduction is closely related to the analysis of these three theories. On this basis, the current situation of industrial energy saving and emission reduction in Henan Province is briefly analyzed, and then, on the basis of following the principle of performance evaluation of energy saving and emission reduction, combined with the energy consumption and pollution discharge situation in Henan Province, Combining energy saving and emission reduction with economic benefits, this paper constructs an index system to measure the performance of energy saving and emission reduction in Henan Province. The system consists of three layers: target layer, attribute layer and indicator layer. Finally, DEA model is used to analyze the specific situation of energy saving and emission reduction in 18 cities of Henan Province. The main problems of industrial energy saving and emission reduction in Henan Province are low technical efficiency and unreasonable industrial structure. According to the analysis results, the paper puts forward some policy suggestions to improve the efficiency of energy saving and emission reduction in Henan Province. The whole paper is summarized and the future research direction is prospected.
