【摘要】：市縣關(guān)系是省直管縣改革的核心與關(guān)鍵。省直管縣改革進(jìn)程中,市縣關(guān)系將從縱向隸屬走向橫向分治,其間合作不可或缺�；仡櫴≈惫芸h改革過程中的市縣合作困境,發(fā)現(xiàn)除受制于阻力外,與壓力孱弱、動(dòng)力不足及引力疲軟等因素不無關(guān)聯(lián)。實(shí)際上,主導(dǎo)省直管縣改革中市縣合作關(guān)系變遷的是一個(gè)包括引力、阻力、壓力與動(dòng)力等在內(nèi)的"力場(chǎng)"系統(tǒng)。為此,可以構(gòu)建起一個(gè)"力場(chǎng)"分析框架,洞悉省直管縣改革中市縣關(guān)系背后的多元復(fù)雜因素、力場(chǎng)博弈及作用績(jī)效,解析市縣關(guān)系變遷的歷程及形式,從而有針對(duì)性地形塑市縣合作關(guān)系進(jìn)化的路徑選擇與策略建議。
[Abstract]:The relationship between city and county is the core and key of the county reform. In the process of the reform, the relationship between city and county will change from vertical subordination to horizontal division, and cooperation between them is indispensable. Looking back on the difficulties of city and county cooperation in the process of provincial direct administration of county reform, it is found that, in addition to being subject to resistance, it is closely related to the weak pressure, insufficient power and weak gravity. In fact, it is a system of force field, including gravity, resistance, pressure and power, that dominates the transformation of the cooperative relationship between city and county in the reform of directly administered counties. Therefore, we can construct a "force field" analysis framework, understand the complex factors behind the relationship between city and county, force field game and function performance, analyze the course and form of the change of the relationship between city and county. Thus, the path selection and strategy suggestions for the evolution of cooperative relationship between city and county are proposed.
