【摘要】：20世紀(jì)70年代,美國一些州開始實(shí)施高等教育績效撥款政策,迄今經(jīng)歷了兩次浪潮、兩種撥款模式。美國高等教育績效撥款政策穩(wěn)定性不僅受制于政府財(cái)政狀況、政府公共議題優(yōu)先順序選擇,而且深受利益相關(guān)者態(tài)度、績效撥款實(shí)際效用等因素影響,而支持方與反對方及意見保留者在績效撥款功能、引發(fā)影響等問題上仍然紛爭不斷。借鑒美國高等教育績效撥款實(shí)踐經(jīng)驗(yàn),應(yīng)理性認(rèn)識(shí)績效撥款、以爭取利益相關(guān)者達(dá)成共識(shí)為前提,明確績效撥款的價(jià)值取向與適用范圍,科學(xué)設(shè)定評估指標(biāo),合理確定績效撥款模式與配比,建立健全相關(guān)立法、完善制度設(shè)計(jì)和實(shí)施程序。
[Abstract]:In the 1970s, some American states began to implement the performance grant policy for higher education, which has experienced two waves and two funding modes. The stability of higher education performance allocation policy in the United States is not only restricted by the government's financial situation and the priority of government public issues, but also influenced by the attitude of stakeholders and the actual utility of performance allocation. However, there are still disputes between the supporters and the opposing parties and the reservists on the function of the performance allocation and the impact. Based on the practical experience of American higher education performance allocation, it is necessary to rationally understand the performance allocation, make clear the value orientation and application scope of the performance allocation, and set the evaluation index scientifically, taking the common understanding of the stakeholders as the premise, and making clear the value orientation and application scope of the performance allocation. Reasonably determine the performance allocation model and matching, establish and improve the relevant legislation, improve the system design and implementation procedures.
