中國區(qū)域創(chuàng)新績效的過程溢出與空間關聯(lián)

【摘要】:將區(qū)域創(chuàng)新過程劃分為科技研發(fā)階段和成果轉化階段,采用基于DEA的Malmquist生產率指數(shù)測算我國兩階段區(qū)域創(chuàng)新績效,結果表明:區(qū)域創(chuàng)新績效存在明顯的空間關聯(lián)關系,呈以多個增長極為中心的組團分布,東部地區(qū)的創(chuàng)新優(yōu)勢區(qū)域相對密集,而中西部地區(qū)的創(chuàng)新增長極相對分散,各省份兩階段創(chuàng)新績效的變化存在不同程度的差異。進一步構建科技研發(fā)績效和成果轉化績效的動態(tài)空間面板模型,分析表明:兩階段區(qū)域創(chuàng)新績效顯著空間正相關,基本形成互動關聯(lián)的協(xié)同創(chuàng)新鏈式結構,其中"學研"對"產"的知識溢出效應明顯,而成果轉化對科技研發(fā)的反饋影響較弱;分地區(qū)看,東部地區(qū)基本形成了強強聯(lián)合的創(chuàng)新優(yōu)勢區(qū)域帶,而中西部省份的鏈式創(chuàng)新結構尚不完整。應充分利用區(qū)域創(chuàng)新績效的過程溢出和空間關聯(lián)效應,強化成果轉化對科技研發(fā)的反饋作用,破除區(qū)域創(chuàng)新壁壘,加強區(qū)域創(chuàng)新協(xié)作,進而提高區(qū)域創(chuàng)新能力和績效。
[Abstract]:The process of regional innovation is divided into the stage of scientific and technological research and development and the stage of transformation of achievements. The regional innovation performance is measured by Malmquist productivity index based on DEA. The results show that there is an obvious spatial correlation relationship between regional innovation performance and regional innovation performance. As a group distribution with multiple growth centers, the innovation advantage areas in the eastern region are relatively dense, while the innovation growth rate in the central and western regions is relatively dispersed. There are different degrees of variation of innovation performance in the two stages of each province. The dynamic spatial panel model of R & D performance and achievement transformation performance is further constructed. The analysis shows that the spatial correlation of regional innovation performance in two stages is significantly positive, and the collaborative innovation chain structure is basically formed. Among them, the knowledge spillover effect of "learning and research" on "production" is obvious, while the feedback of scientific and technological research and development is weak by the transformation of achievements. And the chain innovation structure of the central and western provinces is not complete. We should make full use of the process spillover and spatial correlation effect of regional innovation performance, strengthen the feedback function of achievements transformation to R & D of science and technology, break down the barriers of regional innovation, strengthen regional innovation cooperation, and then improve the ability and performance of regional innovation.
