【摘要】：公共政策領(lǐng)域本身的特點(diǎn)決定了治理模式的選擇。在治理目標(biāo)具有綜合性、技術(shù)路徑清晰度低、環(huán)境差異敏感度高的"復(fù)雜政策"領(lǐng)域,向基層政府"授權(quán)"有利于提升治理的有效性,但也增加了其利用信息優(yōu)勢(shì)和自由裁量空間發(fā)生"道德風(fēng)險(xiǎn)"的可能。鑒于此,在"復(fù)雜政策"的治理領(lǐng)域中,中央政府在常規(guī)的目標(biāo)設(shè)定與督查考核之外,通過出臺(tái)綱領(lǐng)性、指導(dǎo)性的專項(xiàng)政策,以及擴(kuò)大社區(qū)參與等多種控制手段來規(guī)訓(xùn)地方政府的偏差行為。"復(fù)雜政策"治理模式旨在建立"央—地"之間的協(xié)作機(jī)制,發(fā)揮好中央和地方"兩個(gè)積極性",從而彌合中央政府對(duì)政策推進(jìn)的總體控制與地方政府在行政實(shí)踐中自由裁量權(quán)之間的張力。從實(shí)踐績(jī)效來看,該模式無疑是有益的探索,但有待于進(jìn)一步的優(yōu)化與完善。
[Abstract]:The choice of governance mode is determined by the characteristics of public policy field itself. In the "complex policy" areas where governance objectives are comprehensive, technical path clarity is low, and environmental disparity sensitivity is high, "empowerment" of grass-roots governments is conducive to enhancing the effectiveness of governance. But it also increases its use of information advantages and discretionary space to occur "moral hazard." In view of this, in the field of governance of "complex policies," the central government, in addition to the conventional goal setting and inspection and examination, has adopted programmatic and guiding special policies. And expand community participation and other means of control to discipline local government deviant behavior. " The complex policy "governance model" aims to establish collaborative mechanisms between "central and local" areas, Give full play to the "two positives" of the central and local governments so as to bridge the tension between the central government's overall control over the promotion of policies and the local governments' discretion in administrative practice. From the point of view of practical performance, this model is undoubtedly a beneficial exploration, but needs to be further optimized and perfected.
