【摘要】：本文結(jié)合國(guó)家發(fā)布的"省以下環(huán)保機(jī)構(gòu)監(jiān)測(cè)監(jiān)察執(zhí)法垂直管理制度"改革試點(diǎn)的有關(guān)要求,對(duì)區(qū)縣級(jí)環(huán)境監(jiān)測(cè)機(jī)構(gòu)的監(jiān)測(cè)工作績(jī)效考核方法開展初步研究。根據(jù)區(qū)縣級(jí)環(huán)境監(jiān)測(cè)機(jī)構(gòu)的工作內(nèi)容,選取績(jī)效考核指標(biāo),確定績(jī)效核算方法;結(jié)合典型區(qū)縣實(shí)例,確定區(qū)縣級(jí)環(huán)境監(jiān)測(cè)機(jī)構(gòu)的基準(zhǔn)工作量和工作成本;提出績(jī)效核算方法的基本參數(shù)及其針對(duì)不同區(qū)縣情況的參數(shù)調(diào)整系數(shù),可為開展區(qū)縣級(jí)環(huán)境監(jiān)測(cè)機(jī)構(gòu)工作績(jī)效定量化考核提供方法參考。
[Abstract]:Based on the requirements of the reform of "the vertical management system of monitoring supervision and law enforcement by environmental protection agencies below provincial level" issued by the state, this paper makes a preliminary study on the performance evaluation methods of the environmental monitoring institutions at the district and county level. According to the work content of environmental monitoring organization at district and county level, the performance evaluation index is selected to determine the method of performance accounting, and the benchmark workload and work cost of the environmental monitoring institution at county level are determined in combination with typical district and county examples. This paper puts forward the basic parameters of the performance accounting method and its parameter adjustment coefficient according to the situation of different districts and counties, which can be used as a reference for the quantitative evaluation of the work performance of the environmental monitoring institutions at the district and county level.
