【摘要】：基于績(jī)效管理中的關(guān)鍵績(jī)效指標(biāo)(key performance indicators,KPI)思想提出一種繼電保護(hù)運(yùn)行評(píng)價(jià)指標(biāo)體系的構(gòu)建方法;根據(jù)KPI理論中的二八原理和平衡計(jì)分卡方法,分析繼電保護(hù)業(yè)務(wù)與電網(wǎng)其他相關(guān)業(yè)務(wù)的關(guān)聯(lián)關(guān)系,明確戰(zhàn)略指標(biāo)的組成并建立戰(zhàn)略指標(biāo)集;利用魚骨圖建立戰(zhàn)略指標(biāo)分解方法,并通過(guò)維度劃分、分類設(shè)計(jì)與指標(biāo)整合形成戰(zhàn)術(shù)子指標(biāo),組成戰(zhàn)術(shù)指標(biāo)集。戰(zhàn)略指標(biāo)集與戰(zhàn)術(shù)指標(biāo)集以指標(biāo)鏈形式緊密結(jié)合,最終建成多層、多級(jí)、多維的繼電保護(hù)運(yùn)行評(píng)價(jià)指標(biāo)體系。
[Abstract]:Based on the idea of key performance index (key performance indicatorsKPI in performance management, this paper puts forward a method to construct the evaluation index system of relay protection operation, according to the two-eighth principle and balanced scorecard method of KPI theory. The relationship between relay protection service and other related business of power grid is analyzed, the composition of strategic index is defined and the set of strategic index is established, the decomposition method of strategic index is established by fish bone map, and the division of strategic index is made through dimension. The classification design and the index integration form the tactical subindex, and form the tactical index set. The strategic index set and the tactical index set are closely combined in the form of index chain, and finally a multi-layer, multi-level and multi-dimensional relay protection operation evaluation index system is established.
