【摘要】:食品是人類生存的必需品。但是,隨著社會的不斷發(fā)展、科技的不斷創(chuàng)新,食品安全問題也越來越備受人們關(guān)注。關(guān)乎食品是否安全的因素相當之多,其中,監(jiān)管體制是一個重要原因。2014年7月,廣州市花都區(qū)基本完成了食品監(jiān)管的體制改革,將食品的生產(chǎn)、流通、餐飲三個環(huán)節(jié)的監(jiān)管職能集中在一起,推行“一體式”的食品安全監(jiān)管模式。新的監(jiān)管體制改善了原有食品安全監(jiān)管分工模式復雜的局面,一定程度上提高了監(jiān)管效能。但是,轄區(qū)的食品安全監(jiān)管工作還存在食品監(jiān)管整體性不完整、資源配置缺乏、執(zhí)法力度不強、檢測能力不足、全民參與監(jiān)管不夠積極等急需解決的問題。因此,如何進一步深化改革提高監(jiān)管績效是非常值得研究的問題。本文現(xiàn)以花都區(qū)食品的監(jiān)管績效為研究對象,系統(tǒng)科學地對花都區(qū)的食品安全現(xiàn)狀進行分析;并得出花都區(qū)現(xiàn)行食品安全監(jiān)管中存在的一些不足之處。在借鑒我國先進地區(qū)成功監(jiān)管經(jīng)驗的基礎(chǔ)上,從進一步整合相關(guān)監(jiān)管職能、加強配置監(jiān)管資源、強化食品檢測能力、大力提升社會共治等方面為提升花都區(qū)食品安全監(jiān)管績效提出可行性的建議和對策,不斷優(yōu)化食品監(jiān)管體系,夯實食品監(jiān)管基礎(chǔ),筑牢食品安全防線,確保轄區(qū)食品安全各項工作取得良好成效。
[Abstract]:Food is a necessity for human survival. However, with the development of society and the innovation of science and technology, people pay more and more attention to food safety. There are quite a number of factors related to food safety, among which the regulatory system is an important one. In July 2014, the Huadu District of Guangzhou City basically completed the reform of the food regulatory system, bringing food production and circulation. The supervision function of the three links of food and beverage is concentrated together, and the mode of food safety supervision is carried out. The new supervision system has improved the complicated situation of the original food safety supervision division mode, and improved the supervision efficiency to a certain extent. However, there are still some problems in the area of food safety supervision, such as incomplete whole food supervision, lack of resource allocation, weak law enforcement, insufficient detection ability, insufficient participation of the whole people in supervision and so on. Therefore, how to further deepen the reform and improve regulatory performance is a problem worth studying. This paper takes the performance of food supervision in Huadu District as the research object, systematically and scientifically analyzes the present situation of food safety in Huadu District, and concludes some deficiencies in the current food safety supervision in Huadu District. On the basis of the successful supervision experience of China's advanced regions, we should further integrate the relevant regulatory functions, strengthen the allocation of regulatory resources, and strengthen the ability of food inspection. In order to improve the performance of food safety supervision in Huadu District, we should put forward feasible suggestions and countermeasures, optimize the food supervision system, consolidate the foundation of food supervision, and build a strong food safety defense line. To ensure that the area of food safety work has achieved good results.
