【摘要】：現(xiàn)實(shí)中有觀點(diǎn)認(rèn)為黨的紀(jì)檢機(jī)關(guān)只是反腐敗的專(zhuān)門(mén)機(jī)關(guān),并以反腐敗來(lái)作為評(píng)價(jià)紀(jì)檢機(jī)關(guān)績(jī)效的全部?jī)?nèi)容。但是,作為黨的紀(jì)律檢查機(jī)關(guān),其核心職能應(yīng)在于維護(hù)黨的紀(jì)律,確保黨的集中統(tǒng)一。紀(jì)檢機(jī)關(guān)從強(qiáng)調(diào)執(zhí)紀(jì)到強(qiáng)調(diào)反腐的職能重心演變有一定必然性,但執(zhí)紀(jì)與反腐職能是有機(jī)統(tǒng)一且相互協(xié)調(diào)與促進(jìn)的,二者不可偏廢。然而執(zhí)紀(jì)與反腐兩大職能在現(xiàn)實(shí)中卻存在的一定的張力,導(dǎo)致兩大職能間關(guān)系的不協(xié)調(diào),影響了紀(jì)委功能的充分發(fā)揮�；舛叩默F(xiàn)實(shí)張力要實(shí)現(xiàn)執(zhí)紀(jì)與反腐職能"兩手抓";注重執(zhí)紀(jì)與反腐職能的相互促進(jìn);聚焦主業(yè),突出執(zhí)紀(jì)職能;強(qiáng)化組織協(xié)調(diào)功能,發(fā)揮各個(gè)反腐主體作用;加強(qiáng)黨內(nèi)法規(guī)建設(shè),著力解決紀(jì)法不分問(wèn)題。
[Abstract]:In reality, there are some viewpoints that the discipline inspection organ of the Party is only a specialized organ in the fight against corruption, and takes the anti-corruption as the whole content of evaluating the performance of the discipline inspection organ. However, as the discipline inspection organ of the Party, its core function should be to maintain the discipline of the Party and ensure the centralization and unity of the Party. It is inevitable for discipline inspection organs to change from emphasizing discipline enforcement to emphasizing anti-corruption, but the functions of discipline enforcement and anti-corruption are organically unified, coordinated and promoted, so they should not be neglected. However, there is a certain tension between the two functions in reality, which leads to the disharmony between the two functions, which affects the full play of the functions of the discipline Inspection Commission. To resolve the realistic tension of the two, we should realize the function of discipline enforcement and anti-corruption, pay attention to the mutual promotion of discipline enforcement and anti-corruption function, focus on the main cause, highlight the function of discipline enforcement, strengthen the function of organization and coordination, and give play to the role of each anti-corruption subject. Strengthen the construction of inner-party laws and regulations, and strive to solve the problem of discipline and law.
