【摘要】：PPP模式下,政府為社會提供公共產(chǎn)品和服務(wù)過程中所面臨的風(fēng)險(xiǎn)有:一是通過合作是否能夠真正實(shí)現(xiàn)合作目的的風(fēng)險(xiǎn);二是在面對公眾時(shí),所提供的公共產(chǎn)品和服務(wù)能否讓社會滿意,是否會影響政府公信力的風(fēng)險(xiǎn)。政府與社會資本的合作,是以維護(hù)和提升政府公信力為基礎(chǔ)的,這是政府風(fēng)險(xiǎn)分析的基礎(chǔ),分析PPP全生命周期中政府面臨的風(fēng)險(xiǎn),通過分類指導(dǎo)、全生命周期的績效評價(jià)和閉環(huán)風(fēng)險(xiǎn)實(shí)施控制系統(tǒng)進(jìn)行風(fēng)險(xiǎn)防范,實(shí)現(xiàn)維護(hù)和提升政府公信力的目的。
[Abstract]:Under the PPP model, the risks faced by the government in the process of providing public goods and services to the society are as follows: first, whether the cooperation can really achieve the goal of cooperation; second, when facing the public, Whether the public goods and services provided can satisfy the society and affect the credibility of the government. The cooperation between government and social capital is based on maintaining and enhancing the credibility of the government, which is the basis of government risk analysis, the analysis of the risks faced by the government in the whole life cycle of PPP, and the guidance of classification. The whole life cycle performance evaluation and closed-loop risk implementation control system is used to prevent the risk and achieve the purpose of maintaining and improving the government's credibility.
