【摘要】：環(huán)保督察是落實(shí)環(huán)境保護(hù)"黨政同責(zé)、一崗雙責(zé)"的核心制度。當(dāng)前,四川省在全國(guó)率先實(shí)現(xiàn)省內(nèi)環(huán)保督察全覆蓋,為層層壓實(shí)黨委政府及相關(guān)職能部門(mén)的環(huán)保職責(zé)、找準(zhǔn)和解決突出環(huán)境問(wèn)題奠定了堅(jiān)實(shí)基礎(chǔ)。本文介紹了四川省開(kāi)展環(huán)保督察的基本路徑及取得的初步成效,從建立政策體系、強(qiáng)化組織保障、規(guī)范督察程序、對(duì)標(biāo)問(wèn)題整改、發(fā)動(dòng)社會(huì)監(jiān)督等五個(gè)方面總結(jié)了四川環(huán)保督察實(shí)踐中的經(jīng)驗(yàn)做法,并分析了四川省在推動(dòng)建立環(huán)保督察常態(tài)、長(zhǎng)效機(jī)制方面所做的探索:強(qiáng)化督察成果運(yùn)用,保持制度效力;探索環(huán)保部門(mén)主導(dǎo)目標(biāo)績(jī)效考核機(jī)制,發(fā)揮考核的"指揮棒"作用;進(jìn)一步完善配套制度,推動(dòng)建立環(huán)保督察的"制度矩陣"。
[Abstract]:Environmental inspectors are the core system of environmental protection. At present, Sichuan Province has taken the lead in realizing the full coverage of environmental protection inspectors in the province, which has laid a solid foundation for compacting the environmental protection responsibilities of party committees and governments and related functional departments, and finding and resolving outstanding environmental problems. This paper introduces the basic path and preliminary achievements of environmental protection supervision in Sichuan province, including establishing policy system, strengthening organization and guarantee, standardizing supervision procedure, rectifying and reforming the standard problem. This paper sums up the experience and practice of Sichuan environmental protection inspectors from five aspects, such as initiating social supervision, and analyzes the exploration made in Sichuan Province in promoting the establishment of environmental protection inspectors as a normal and long-term mechanism: strengthening the application of supervision achievements and maintaining the effectiveness of the system; This paper explores the mechanism of environmental protection department's leading target performance appraisal, exerts the function of "baton", further consummates the supporting system, and promotes the establishment of "system matrix" of environmental protection inspector.
