【摘要】：基于政策相互作用視角,對我國科技政策的演變進行了分析,同時,在對597條科技政策(1985-2014年)進行量化的基礎上,建立計量模型考察了我國1985-2014年間科技政策相互作用對創(chuàng)新績效的影響。研究發(fā)現(xiàn):科技政策的相互作用現(xiàn)象越來越普遍,政策之間的互補作用逐漸增強;不同部門在制定科技政策過程中的相互作用對創(chuàng)新呈負向影響;不同政策目標和政策工具的相互作用效果存在著顯著差異。
[Abstract]:Based on the perspective of policy interaction, this paper analyzes the evolution of science and technology policies in China. At the same time, on the basis of quantifying 597 scientific and technological policies (1985-2014), An econometric model was established to examine the impact of the interaction of science and technology policies on innovation performance in China from 1985 to 2014. It is found that the interaction of science and technology policies is becoming more and more common, and the complementarities between policies are gradually strengthened, and the interaction between different departments in the process of formulating science and technology policies has a negative impact on innovation. There are significant differences in the interaction effects between different policy objectives and policy instruments.
