【摘要】：隨著人民生活水平的提高,對醫(yī)療保健需求的不斷增強,制藥行業(yè)一直保持著較快的發(fā)展速度,與之息息相關(guān)的藥包材行業(yè)也進入快速發(fā)展期。本文針對我國制藥行業(yè)的現(xiàn)狀和特征,以ZQ藥包材企業(yè)為研究對象,深入分析該公司績效管理的運行現(xiàn)狀和主要缺陷,針對該公司出現(xiàn)的績效管理體系不完善、績效評價指標設(shè)計不全面、績效評價與戰(zhàn)略不匹配、績效評價過程不完整等主要問題。采用文獻研究法、案例研究法,探究以平衡計分卡為基礎(chǔ)的績效評價體系的有效途徑;提出了ZQ藥包材企業(yè)構(gòu)建平衡計分卡的設(shè)計思想,繪制戰(zhàn)略地圖,將企業(yè)的戰(zhàn)略目標層層分解為可以衡量的依據(jù),按各職能部門的特點選取關(guān)鍵指標,用層次分析法對指標的權(quán)重進行確定。ZQ藥包材公司應(yīng)用平衡計分卡績效評價體系之后,提高了企業(yè)的生產(chǎn)效率,員工的積極性也大幅提高,凈利潤也較上一年有所增長。企業(yè)將平衡計分卡考核體系轉(zhuǎn)化為企業(yè)的一種內(nèi)部制度,長期有效的實施下去,使企業(yè)的核心競爭力得到提升,實現(xiàn)快速、穩(wěn)定、高質(zhì)量的發(fā)展。
[Abstract]:With the improvement of people's living standard and the increasing demand for medical care, the pharmaceutical industry has been keeping a relatively fast development speed, and the pharmaceutical packaging industry, which is closely related to it, has also entered a period of rapid development. According to the current situation and characteristics of pharmaceutical industry in China, this paper takes ZQ pharmaceutical packaging enterprise as the research object, deeply analyzes the running status and main defects of the company's performance management, and aims at the imperfection of the performance management system of the company. The design of performance evaluation index is not comprehensive, the performance evaluation and strategy do not match, the performance evaluation process is not complete and so on. By using the method of literature research and case study, this paper explores the effective way of performance evaluation system based on balanced Scorecard, and puts forward the design idea of constructing balanced Scorecard and drawing strategic map. The strategic objectives of the enterprise are decomposed into measurable bases, the key indicators are selected according to the characteristics of each functional department, and the weight of the indicators is determined by the Analytic hierarchy process (AHP). After the application of the balanced Scorecard performance evaluation system, the performance evaluation system of the balanced Scorecard is applied to the company. Improved production efficiency, the enthusiasm of employees also increased significantly, net profit also increased over the previous year. The evaluation system of balanced scorecard is transformed into an internal system of the enterprise, which is carried out effectively for a long time, so that the core competitiveness of the enterprise can be promoted, and the development of fast, stable and high quality can be realized.
