黑龍江省高技術(shù)產(chǎn)業(yè)技術(shù)轉(zhuǎn)移效率評(píng)價(jià)及提升策略研究

【摘要】:高技術(shù)產(chǎn)業(yè)是黑龍江省經(jīng)濟(jì)快速穩(wěn)定發(fā)展的支柱,而技術(shù)轉(zhuǎn)移是高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新、成果轉(zhuǎn)化、產(chǎn)品市場(chǎng)化的重要過程。近年來由于政府對(duì)黑龍江省高技術(shù)產(chǎn)業(yè)發(fā)展的重視,使得黑龍江省高技術(shù)產(chǎn)業(yè)的投入水平快速提高,但與此同時(shí),高投入-低產(chǎn)出的"粗放型"增長方式所帶來的技術(shù)轉(zhuǎn)移效率低下的問題卻也日益顯著。因此,提高黑龍江省高技術(shù)產(chǎn)業(yè)技術(shù)轉(zhuǎn)移效率、改善高技術(shù)產(chǎn)業(yè)的發(fā)展環(huán)境并以此來帶動(dòng)黑龍江省的經(jīng)濟(jì)發(fā)展是必然的選擇。本文在界定技術(shù)轉(zhuǎn)移與高技術(shù)產(chǎn)業(yè)概念的基礎(chǔ)上,分析了黑龍江省高技術(shù)產(chǎn)業(yè)技術(shù)轉(zhuǎn)移現(xiàn)狀。從投入與產(chǎn)出角度建立指標(biāo)的評(píng)價(jià)體系。并且運(yùn)用灰色關(guān)聯(lián)分析法對(duì)投入指標(biāo)與產(chǎn)出指標(biāo)中關(guān)聯(lián)系數(shù)較高的指標(biāo)進(jìn)行剔除。然后利用這組新的投入產(chǎn)出指標(biāo)和相關(guān)統(tǒng)計(jì)年鑒中的統(tǒng)計(jì)數(shù)據(jù),運(yùn)用數(shù)據(jù)包絡(luò)分析方法中的CCR模型,對(duì)我國28個(gè)省市的高技術(shù)產(chǎn)業(yè)技術(shù)轉(zhuǎn)移效率進(jìn)行測(cè)度,實(shí)證結(jié)果表明:在評(píng)價(jià)的5年歷史數(shù)據(jù)中黑龍江省均為非DEA有效。在此基礎(chǔ)上,利用投入產(chǎn)出的冗余模型對(duì)造成黑龍江省高技術(shù)產(chǎn)業(yè)技術(shù)轉(zhuǎn)移效率非DEA有效的原因進(jìn)行深入分析,分析結(jié)果表明:造成非DEA有效的最主要原因在于投入要素存在嚴(yán)重過剩問題。最后,選用Tobit回歸模型進(jìn)一步實(shí)證分析環(huán)境因素對(duì)黑龍江省高技術(shù)產(chǎn)業(yè)技術(shù)轉(zhuǎn)移效率的影響,分析結(jié)果表明:政府科技活動(dòng)撥款、市場(chǎng)結(jié)構(gòu)與高技術(shù)產(chǎn)業(yè)技術(shù)轉(zhuǎn)移效率呈顯著負(fù)相關(guān),市場(chǎng)規(guī)模、市場(chǎng)績效和金融貸款與高技術(shù)產(chǎn)業(yè)技術(shù)轉(zhuǎn)移效率呈顯著正相關(guān),而經(jīng)濟(jì)開放程度與高技術(shù)產(chǎn)業(yè)技術(shù)轉(zhuǎn)移效率影響不顯著。文章結(jié)尾,基于實(shí)證部分研究成果,針對(duì)黑龍江高技術(shù)產(chǎn)業(yè)技術(shù)轉(zhuǎn)移效率改進(jìn)提出若干對(duì)策:合理控制研究與開發(fā)投資的強(qiáng)度及使用效率;改進(jìn)研發(fā)人才評(píng)價(jià)機(jī)制,提高效率;加大政府財(cái)政科技撥款,提高使用效率;提高科技成果轉(zhuǎn)化能力,促進(jìn)科技成果市場(chǎng)化,優(yōu)化高技術(shù)企業(yè)環(huán)境,適度擴(kuò)大產(chǎn)業(yè)規(guī)模,提高市場(chǎng)集中度。這些研究結(jié)論對(duì)于黑龍江政府制定高技術(shù)產(chǎn)業(yè)技術(shù)轉(zhuǎn)移政策具有十分重要的參考價(jià)值和現(xiàn)實(shí)意義。
[Abstract]:High-tech industry is the pillar of rapid and stable economic development in Heilongjiang Province, and technology transfer is an important process of high-tech industry's technological innovation, transformation of achievements and marketization of products. In recent years, due to the importance attached by the government to the development of high-tech industries in Heilongjiang Province, the investment level of high-tech industries in Heilongjiang Province has increased rapidly, but at the same time, The inefficiency of technology transfer caused by high-input-low-output "extensive" growth mode is becoming more and more obvious. Therefore, it is an inevitable choice to improve the efficiency of high-tech industry technology transfer, improve the development environment of high-tech industry and promote the economic development of Heilongjiang Province. On the basis of defining the concepts of technology transfer and high-tech industry, this paper analyzes the present situation of high-tech industry technology transfer in Heilongjiang province. The evaluation system of indicators is established from the angle of input and output. And the grey correlation analysis method is used to eliminate the higher correlation coefficient between the input index and the output index. Then using the new input-output index and the statistical data in the relevant statistical yearbooks, using the CCR model in the data envelopment analysis method, the paper measures the efficiency of high-tech industry technology transfer in 28 provinces and cities in China. The empirical results show that all of the 5-year-history data of Heilongjiang Province are non-DEA effective. On the basis of this, using the redundant input-output model, the causes of non-DEA efficiency of high-tech industry technology transfer efficiency in Heilongjiang Province are analyzed deeply. The results show that the main reason for non-DEA efficiency lies in the serious surplus of input elements. Finally, the Tobit regression model is used to analyze the impact of environmental factors on the efficiency of high-tech industry technology transfer in Heilongjiang Province. The market structure has a significant negative correlation with the efficiency of high-tech industry technology transfer, and the market scale, market performance and financial loans have a significant positive correlation with the efficiency of high-tech industry technology transfer. But the economic opening degree and the high-tech industry technology transfer efficiency influence is not remarkable. At the end of the article, based on the empirical research results, some countermeasures are put forward to improve the efficiency of technology transfer in Heilongjiang high-tech industry: reasonably control the intensity and efficiency of investment in research and development, improve the evaluation mechanism of R & D talents, and improve efficiency. It is necessary to increase the government funds for science and technology, improve the efficiency of use, improve the ability to transform scientific and technological achievements, promote the marketization of scientific and technological achievements, optimize the environment of high-tech enterprises, appropriately expand the scale of industry, and improve the market concentration. These conclusions have very important reference value and practical significance for Heilongjiang government to formulate the policy of high-tech industry technology transfer.
