【摘要】：本文組織多位全科醫(yī)學(xué)專家及社區(qū)醫(yī)生對基層醫(yī)療衛(wèi)生機(jī)構(gòu)的能力建設(shè)展開主題研討，賈勇整體介紹成都市基層衛(wèi)生體系的構(gòu)成及建設(shè)發(fā)展。秦麗霞主要介紹成都市試點(diǎn)家庭醫(yī)生團(tuán)隊(duì)工作的做法，包括把握人員結(jié)構(gòu)和全科醫(yī)生能力培訓(xùn)。曾玲介紹家庭醫(yī)生的能力提升主要包括人才隊(duì)伍建設(shè)、個性化服務(wù)、信息化的建設(shè)和改造以及加強(qiáng)全科醫(yī)生的溝通能力。王偉重點(diǎn)分析創(chuàng)新社區(qū)健康管理，推行 “家庭醫(yī)生團(tuán)隊(duì)”服務(wù)模式; 開展中醫(yī) “治未病”工作，構(gòu)建中西醫(yī)結(jié)合的健康管理模式; 建立自助式 “健康小屋”，提升居民自我健康管理能力; 關(guān)愛轄區(qū)特殊老年人群，提供居家養(yǎng)老愛心服務(wù); 開展門診特殊疾病 “一站式”服務(wù)，以提供優(yōu)質(zhì)便捷的服務(wù)。羅紅艷介紹以家庭醫(yī)生團(tuán)隊(duì)為核心，以重點(diǎn)人群為目標(biāo)，全面推進(jìn)免費(fèi)簽約; 找準(zhǔn)重點(diǎn)人群需求，設(shè)計(jì)個性化服務(wù)包，，促進(jìn)有償簽約服務(wù); 重視管理，優(yōu)化績效，為簽約提供保障。許國藩提出提升基層衛(wèi)生人員的能力應(yīng)從基本醫(yī)療和公共衛(wèi)生兩方面來著手。余燕介紹錦江區(qū)簽約服務(wù)推出 3 種服務(wù)包，即普通服務(wù)包、愛心服務(wù)包、個性的服務(wù)包。李勇探討以家庭醫(yī)生團(tuán)隊(duì)開展簽約服務(wù)為抓手，做好慢性病患者的個性化、精細(xì)化服務(wù); 充分發(fā)揮信息化和 “互聯(lián)網(wǎng) + 醫(yī)療”在慢性病管理中的積極作用; 重視管理，優(yōu)化績效，為簽約提供保障。專家們對基層醫(yī)療衛(wèi)生機(jī)構(gòu)能力建設(shè)中的全科醫(yī)生能力提升及家庭醫(yī)生簽約服務(wù)進(jìn)行分析，旨在促進(jìn)社區(qū)衛(wèi)生服務(wù)機(jī)構(gòu)有效地開展家庭醫(yī)生簽約服務(wù)，探索適應(yīng)新醫(yī)改的工作模式，提升社區(qū)衛(wèi)生服務(wù)機(jī)構(gòu)家庭醫(yī)生簽約服務(wù)效果。
[Abstract]:In this paper, a number of general practitioners and community doctors were organized to carry out a thematic discussion on the capacity building of primary medical and health institutions. Jia Yong introduced the constitution and development of the basic health system in Chengdu as a whole. Qin Lixia mainly introduces the practice of pilot family doctor team work in Chengdu, including grasping personnel structure and general practitioner ability training. Zeng Ling introduced the ability of family doctors to improve their ability, including the construction of talent team, individualized service, the construction and transformation of information and strengthening the communication ability of general practitioners. Wang Wei focuses on innovating community health management, promoting "family doctor team" service model, developing the work of "preventing illness" in TCM, constructing health management model of integrated traditional Chinese and western medicine, establishing self-service "health hut", To improve the residents' self-health management ability; to care for the special elderly people in the district, to provide care for the elderly at home; to carry out the "one-stop" service for outpatient special diseases to provide quality and convenient services. Luo Hongyan introduces taking the family doctor team as the core, taking the key crowd as the goal, comprehensively promoting the free contract; finding out the demand of the key group, designing the individualized service package, promoting the paid contract service; attaching importance to the management, optimizing the performance, To provide security for the signing of the contract. Xu Guofan suggested that the ability of primary health workers should be improved from two aspects: basic medical treatment and public health. Yu Yan introduced Jinjiang District contract service to launch 3 kinds of service package, namely general service package, love service package, personality service package. Li Yong discusses how to use the contract service of the family doctor team as the starting point, do well the individuation and fine service of the patients with chronic diseases, give full play to the positive role of information technology and "internet medical treatment" in the management of chronic diseases, and attach importance to the management of chronic diseases. Optimize performance and provide guarantee for signing contract. The experts analyzed the general practitioners' ability improvement and family doctor contract service in the capacity building of primary medical and health institutions, in order to promote the community health service institutions to effectively carry out the family doctor contract service. To explore the working mode to adapt to the new health care reform and to improve the effect of contract service for family doctors in community health service institutions.
