從國家精英大學(xué)到世界一流大學(xué):基于制度的視角

【摘要】:本文從歷史和國際視野審視世界一流大學(xué)建設(shè)的話題,探討其中蘊含的制度和組織意義。大學(xué)是一種受制度環(huán)境影響明顯的組織形式,國家與大學(xué)之閩的關(guān)系構(gòu)成大學(xué)最基本的制度環(huán)境,影響其辦學(xué)行為和績效。本文基于制度理論的分析視角提出四個命題,利用文獻資料予以闡述:第一,國家監(jiān)督型的高等教育系統(tǒng)容易產(chǎn)生分化,兼顧規(guī)模和質(zhì)量目標;相反,國家控制型高等教育系統(tǒng)在將公平目標作為優(yōu)先選擇時,不得不以犧牲效率甚至質(zhì)量目標為代價。第二,精英大學(xué)容易存在于國家監(jiān)督模式以及持精英主義政策下,不易存在于持平等優(yōu)先主義的國家控制模式下。第三,在國家監(jiān)督模式下,一部分杰出大學(xué)在競爭中自發(fā)地發(fā)展成為世界一流大學(xué);相反,在國家控制模式下,世界一流大學(xué)的建設(shè)需要國家的特別干預(yù)行為。第四,對于后發(fā)外生型國家的世界一流大學(xué)建設(shè)而言,受到先發(fā)內(nèi)生型國家業(yè)已建立的學(xué)術(shù)制度的影響,容易出現(xiàn)內(nèi)容與形式之間的分離以及淺層制度化先完成、深層制度化后完成的"脫序"現(xiàn)象。
[Abstract]:This paper examines the topic of the construction of world-class universities from the historical and international perspectives, and probes into the institutional and organizational significance contained therein. The university is a kind of organization form which is obviously influenced by the institutional environment. The relationship between the state and the university in Fujian constitutes the most basic institutional environment of the university, which affects its running behavior and performance. This paper puts forward four propositions based on the analysis angle of system theory, and expounds them by using the literature. First, the higher education system of the state supervision is easy to be divided, and the goal of scale and quality is taken into account; on the contrary, The state-controlled higher education system has to sacrifice efficiency and even quality goals at the expense of efficiency and quality when it regards equity as its priority. Second, elite universities are easy to exist in the state supervision mode and the meritocracy policy, but not in the state control mode of equal priority. Third, under the mode of state supervision, some outstanding universities spontaneously develop into world-class universities in the competition; on the contrary, under the mode of state control, the construction of world-class universities requires the special intervention of the state. Fourth, for the construction of the world-class universities in the newly developed and exogenous countries, influenced by the established academic system in the pre-developed endogenous countries, it is easy to see the separation between the content and the form, as well as the shallow institutionalization. The phenomenon of "disordering" completed after deep institutionalization.
