【摘要】：我國正處于經(jīng)濟(jì)發(fā)展的高速時期,經(jīng)濟(jì)發(fā)展越來越依靠創(chuàng)新驅(qū)動,技術(shù)創(chuàng)新在經(jīng)濟(jì)發(fā)展過程中占得比重越來越大,成為經(jīng)濟(jì)發(fā)展的決定性力量�？萍计髽I(yè)孵化器是連接技術(shù)創(chuàng)新與產(chǎn)業(yè)發(fā)展的科技中介機(jī)構(gòu),是促進(jìn)科技成果轉(zhuǎn)化的重要平臺�？萍计髽I(yè)孵化器作為國家創(chuàng)新系統(tǒng)的重要力量,著力于培育中小企業(yè),促進(jìn)中小企業(yè)產(chǎn)業(yè)化和規(guī)模化,科技企業(yè)孵化器有利于推動區(qū)域經(jīng)濟(jì)發(fā)展和技術(shù)進(jìn)步。我國科技企業(yè)孵化器的發(fā)展迅速,在質(zhì)量和數(shù)量上都有顯著的提升。對于區(qū)域科技企業(yè)孵化器的績效評價是當(dāng)前政府關(guān)注的焦點,科學(xué)客觀地評價區(qū)域科技企業(yè)孵化器綜合實力,有利于政府合理調(diào)配資金、政策和人力資源,促進(jìn)區(qū)域科技企業(yè)孵化器高效發(fā)展。當(dāng)前,科技企業(yè)孵化器績效評價研究正受到廣泛關(guān)注。首先,本文先分析了該研究的背景及意義,并通過對國內(nèi)外科技企業(yè)孵化器的理論和實證分析的相關(guān)文獻(xiàn)進(jìn)行了綜述,在確定了科技企業(yè)孵化器的概念內(nèi)涵后,分析了影響科技企業(yè)孵化器發(fā)展的影響因素和其運(yùn)行機(jī)制。其次,從科技企業(yè)孵化器的服務(wù)能力、企業(yè)經(jīng)營績效、社會效益三個方面構(gòu)建區(qū)域科技企業(yè)孵化器的績效評價指標(biāo)體系,并通過變異系數(shù)法確定指標(biāo)體系中各指標(biāo)的權(quán)重;基于2014年和2015年《中國火炬統(tǒng)計年鑒》的數(shù)據(jù),經(jīng)過整理和標(biāo)準(zhǔn)化,對區(qū)域科技企業(yè)孵化器開展實證分析,并以湖北省為研究對象,從縱向的時間分析和橫向的區(qū)域分析兩個方面評價湖北省科技企業(yè)孵化器的發(fā)展現(xiàn)狀,從而客觀全面地認(rèn)識當(dāng)前企業(yè)孵化器發(fā)展存在的優(yōu)勢和所面臨的問題。接著,依據(jù)上章的實證分析,發(fā)現(xiàn)并總結(jié)湖北省科技企業(yè)孵化器所存在的問題:運(yùn)行機(jī)制不完善;服務(wù)質(zhì)量不高;人才流失嚴(yán)重;技術(shù)水平不高;投融資機(jī)制不健全等。然后針對性地給出改善湖北省科技企業(yè)孵化器發(fā)展的對策建議:改進(jìn)管理機(jī)制;提高科技企業(yè)服務(wù)水平;加強(qiáng)培養(yǎng)和留住高層次人才入孵;加強(qiáng)技術(shù)創(chuàng)新投入和科技成果轉(zhuǎn)化、建立完善的投融資機(jī)制等。最后,給出研究結(jié)論,并提出未來展望和研究的局限性。
[Abstract]:China is in the high speed period of economic development, economic development is more and more dependent on innovation driven. Technological innovation has become a decisive force in economic development. Technology enterprise incubator is a scientific and technological intermediary linking technological innovation and industrial development, and is an important level to promote the transformation of scientific and technological achievements. As an important force in the national innovation system, the incubator of science and technology enterprise focuses on cultivating small and medium enterprises, promoting the industrialization and scale of small and medium-sized enterprises. The incubator of scientific and technological enterprise is beneficial to promote the development of regional economy and technological progress. The performance evaluation of the business incubator of the domain technology enterprise is the focus of the current government. The scientific and objective evaluation of the comprehensive strength of the regional scientific and technological business incubator is conducive to the government's rational allocation of funds, policies and human resources to promote the efficient development of regional scientific and technological business incubators. First, this paper first analyzes the background and significance of the research, and summarizes the relevant literature of the theoretical and empirical analysis of the business incubators at home and abroad. After determining the concept of the concept of the scientific and technological business incubator, the influence factors and the operating mechanism of the development of the incubator are analyzed. Secondly, from the science and technology The performance evaluation index system of the regional scientific and technological enterprise incubator is constructed in three aspects: the service capability of enterprise incubator, enterprise management performance and social benefit, and the weight of each index in the index system is determined by the method of variation coefficient. Based on the data of the 2014 and 2015 "China Torch Statistical Yearbook", the regional science and technology has been collated and standardized to the regional science and technology. The enterprise incubator carries out an empirical analysis, and takes Hubei as the research object, evaluates the development status of the technology enterprise incubator in Hubei province from two aspects of longitudinal time analysis and horizontal regional analysis, so as to objectively and comprehensively understand the advantages and problems of the development of the current business incubator. Then, according to the empirical analysis of the chapter of the chapter of the previous chapter. To find out and summarize the problems of Hubei science and technology business incubator: imperfect operating mechanism, poor quality of service, serious brain drain, low technical level, unsound investment and financing mechanism, and so on. Then, the countermeasures and suggestions to improve the development of technological enterprise incubator in Hubei province are given: improving the management mechanism and improving the service of scientific and technological enterprises At the same time, we should strengthen the cultivation and retention of high-level talents into incubation, strengthen the investment in technological innovation and the transformation of scientific and technological achievements, and establish a perfect investment and financing mechanism. Finally, the research conclusions are given, and the future prospects and limitations of the research are put forward.
