【摘要】：目的 :測(cè)算和分析深圳市坪山新區(qū)社區(qū)健康服務(wù)中心(以下簡(jiǎn)稱"社康中心")運(yùn)行效率,為提高社康中心運(yùn)行效率提供參考。方法 :采用Bootstrap-DEA方法測(cè)算坪山新區(qū)21家社康中心2012—2014年社區(qū)健康服務(wù)效率,使用Malmquist-DEA指數(shù)分析社康中心全要素生產(chǎn)率及其分解指數(shù)變化趨勢(shì)。結(jié)果 :2012—2014年21家社康中心的效率值經(jīng)過Bootstrap糾偏后均低于糾偏前;Bootstrap-DEA效率值低于均數(shù)的分別有6家、8家、8家,效率值屬于"差"(0.600)的社康中心分別有0家、2家、3家。2012—2014年樣本社康中心全要素生產(chǎn)率整體呈進(jìn)步趨勢(shì)(年增幅9.4%),技術(shù)效率整體呈下降趨勢(shì)(年降幅4.3%),技術(shù)進(jìn)步與全要素生產(chǎn)率變化趨勢(shì)一致(年增幅14.3%)。結(jié)論 :Bootstrap-DEA方法較傳統(tǒng)DEA方法提高了效率測(cè)算的精度。整體上坪山新區(qū)社康中心全要素生產(chǎn)率的提高主要源自技術(shù)進(jìn)步,但技術(shù)效率下降。社康中心一方面需要增加高水平的醫(yī)務(wù)人員,激發(fā)規(guī)模效率;一方面需要開展績(jī)效評(píng)價(jià)、績(jī)效標(biāo)桿、跨組織學(xué)習(xí),通過提升內(nèi)部管理,提升純技術(shù)效率。
[Abstract]:Objective: to calculate and analyze the operation efficiency of community health service center in Pingshan New District of Shenzhen City (hereinafter referred to as "Community Health Center"), and to provide reference for improving the operation efficiency of community health center. Methods: the community health service efficiency of 21 community health centers in Pingshan New District from 2012 to 2014 was measured by Bootstrap-DEA method. The total factor productivity and its decomposition index were analyzed by Malmquist-DEA index. Results the efficiency of 21 social health centers in 2012-2014 was lower than that of Bootstrap-DEA after correction by Bootstrap. The total factor productivity (TFP) of social health centers in 2012-2014 samples showed a trend of progress (annual increase of 9. 4% and total technical efficiency decreased by 4. 3% and technological progress) respectively (annual decrease of 4. 3% and technological progress) in the social health centers with the efficiency value belonging to "poor" 0. 600. The total factor productivity of the social health centers showed an overall trend of progress in 2012-2014 (annual increase of 9. 4%). In line with the trend of total factor productivity change (annual increase of 14.3%). Conclusion compared with the traditional DEA method, the accuracy of efficiency measurement is improved by using the weight Bootstrap-DEA method. The overall increase of total factor productivity of social health center in Shangpingshan New area is mainly due to technological progress, but the technical efficiency is declining. On the one hand, the social health center needs to increase the high level of medical personnel to stimulate scale efficiency; on the other hand, it needs to carry out performance evaluation, performance benchmarking, cross-organizational learning, through the promotion of internal management, enhance pure technical efficiency.
