基于“雙一流”目標(biāo)的江蘇優(yōu)勢(shì)學(xué)科績效評(píng)價(jià)及提升路徑研究

【摘要】:為滿足學(xué)科發(fā)展的要求,加快學(xué)科建設(shè)的步伐,國家提出了“雙一流”目標(biāo),將高等教育的重心轉(zhuǎn)移到世界一流學(xué)科和一流大學(xué)的建設(shè)上來。學(xué)科是大學(xué)建設(shè)的基礎(chǔ),學(xué)科的質(zhì)量直接影響著大學(xué)水平,建設(shè)一流大學(xué)本質(zhì)上是建設(shè)一流學(xué)科!半p一流”目標(biāo)強(qiáng)調(diào)“中國特色、世界一流”,明確“以績效為杠桿”對(duì)學(xué)科實(shí)施“動(dòng)態(tài)管理”。江蘇省作為教育發(fā)展較快的省份之一,早在2010年就開始實(shí)施優(yōu)勢(shì)學(xué)科建設(shè)項(xiàng)目,經(jīng)過近幾年的建設(shè)發(fā)展,已經(jīng)具備了沖擊世界一流學(xué)科的基礎(chǔ),但江蘇省優(yōu)勢(shì)學(xué)科建設(shè)與“雙一流”目標(biāo)之間仍存在差距,尤其是在優(yōu)勢(shì)學(xué)科評(píng)價(jià)體系方面,現(xiàn)有的指標(biāo)體系和評(píng)價(jià)方法無法對(duì)接“雙一流”要求。以江蘇省優(yōu)勢(shì)學(xué)科為研究對(duì)象,利用績效評(píng)價(jià)手段,構(gòu)建江蘇優(yōu)勢(shì)學(xué)科績效評(píng)價(jià)體系,設(shè)計(jì)提升優(yōu)勢(shì)學(xué)科績效路徑,給出對(duì)策建議,對(duì)提升江蘇省學(xué)科水平,促進(jìn)江蘇高校發(fā)展有重要意義。首先,對(duì)“雙一流”建設(shè)內(nèi)涵、“雙一流”目標(biāo)下優(yōu)勢(shì)學(xué)科內(nèi)涵、“雙一流”目標(biāo)下學(xué)科建設(shè)特殊性、“雙一流”目標(biāo)下一流學(xué)科評(píng)價(jià)體系特征研究、“雙一流”目標(biāo)下學(xué)科績效評(píng)價(jià)理論進(jìn)行梳理,明確研究的理論基礎(chǔ)。分析第三次學(xué)科評(píng)估結(jié)果和ESI排名情況,合理評(píng)價(jià)江蘇省優(yōu)勢(shì)學(xué)科現(xiàn)狀和建設(shè)基礎(chǔ),提出江蘇優(yōu)勢(shì)學(xué)科建設(shè)的問題。其次,構(gòu)建投入產(chǎn)出型的優(yōu)勢(shì)學(xué)科績效評(píng)價(jià)指標(biāo)體系,在15組江蘇優(yōu)勢(shì)學(xué)科數(shù)據(jù)基礎(chǔ)上,運(yùn)用DEA模型及Malmquist指數(shù)對(duì)江蘇省優(yōu)勢(shì)學(xué)科績效進(jìn)行動(dòng)態(tài)及靜態(tài)實(shí)證分析,驗(yàn)證本文構(gòu)建的績效指標(biāo)體系可行性,以便能夠有針對(duì)性的提出對(duì)策與建議。最后,圍繞面向國家戰(zhàn)略、引導(dǎo)行業(yè)發(fā)展、瞄準(zhǔn)國際前沿、服務(wù)社會(huì)發(fā)展等四個(gè)方面,設(shè)計(jì)提升優(yōu)勢(shì)學(xué)科績效路徑,從“政府統(tǒng)籌管理,完善江蘇省優(yōu)勢(shì)學(xué)科績效評(píng)價(jià)體系”和“創(chuàng)新高校治理機(jī)制,打破優(yōu)勢(shì)學(xué)科對(duì)外合作壁壘”出發(fā),提高江蘇省優(yōu)勢(shì)學(xué)科建設(shè)水平。
[Abstract]:In order to meet the requirements of discipline development and speed up the pace of discipline construction, the country has put forward the goal of "double first-class", and has shifted the focus of higher education to the construction of world-class disciplines and first-class universities. Discipline is the foundation of university construction, and the quality of discipline directly affects the level of university. The goal of "double-class" emphasizes "Chinese characteristics, world-class", and explicitly "using performance as leverage" to carry out "dynamic management" to the discipline. As one of the provinces with rapid educational development, Jiangsu Province began to implement the project of construction of superior disciplines as early as 2010. After the construction and development in recent years, Jiangsu has already had the foundation to impact the world's first-class disciplines. However, there is still a gap between the construction of superior disciplines and the goal of "double first-class" in Jiangsu Province, especially in the evaluation system of superior disciplines, the existing index system and evaluation methods can not meet the requirements of "double first-class". Taking the superior discipline of Jiangsu Province as the research object, using the means of performance evaluation, this paper constructs the performance evaluation system of the superior discipline in Jiangsu Province, designs the path of improving the performance of the superior discipline, and gives the countermeasures and suggestions to promote the level of the discipline in Jiangsu Province. It is of great significance to promote the development of Jiangsu colleges and universities. First of all, the connotation of "double first-class" construction, the connotation of "double-first-class" goal, the particularity of "double-first-class" goal, the characteristics of first-rate subject evaluation system under "double first-class" goal, the connotation of "double first-class" goal, the specialty of subject construction under "double first-class" goal, The theory of subject performance evaluation under double-class goal is combed out and the theoretical basis of the research is clear. This paper analyzes the results of the third discipline evaluation and the ranking of ESI, evaluates the present situation and construction foundation of the superior discipline in Jiangsu Province, and puts forward the problems of the construction of the superior discipline in Jiangsu Province. Secondly, the performance evaluation index system of input-output superior discipline is constructed. On the basis of 15 groups of data of superior discipline in Jiangsu Province, the dynamic and static empirical analysis of the performance of superior discipline in Jiangsu Province is carried out by using DEA model and Malmquist index. To verify the feasibility of the performance indicator system in this paper, in order to put forward countermeasures and suggestions. Finally, focusing on the four aspects of facing national strategy, guiding the development of industry, aiming at the international frontier and serving the social development, the paper designs a way to improve the performance of the superior discipline, and from the perspective of "the government as a whole", From the point of view of perfecting the performance evaluation system of superior disciplines in Jiangsu Province and innovating the governance mechanism of colleges and universities, breaking the barriers to foreign cooperation of superior disciplines, we can improve the construction level of superior disciplines in Jiangsu Province.
