【摘要】：財(cái)政信息化是建立現(xiàn)代財(cái)政制度的核心技術(shù)支撐。本文分析了財(cái)政信息化的發(fā)展階段,提出了大財(cái)政系統(tǒng)的定義,總結(jié)了大財(cái)政系統(tǒng)的特點(diǎn),如基于財(cái)政大數(shù)據(jù)、實(shí)現(xiàn)完整的內(nèi)部控制、融合IT治理等;分析了大財(cái)政系統(tǒng)的主要價(jià)值,如支持財(cái)政業(yè)務(wù)實(shí)時(shí)監(jiān)控、支持地方政府債務(wù)穿透式監(jiān)控、提升財(cái)政治理能力、實(shí)現(xiàn)績效管理智能化、優(yōu)化財(cái)政資金產(chǎn)業(yè)扶持政策等;闡述了建設(shè)大財(cái)政系統(tǒng)的策略,如進(jìn)行大財(cái)政系統(tǒng)頂層設(shè)計(jì)、建立財(cái)政大數(shù)據(jù)標(biāo)準(zhǔn)、建立財(cái)政首席信息官制度等。通過大財(cái)政系統(tǒng)的實(shí)施,促使財(cái)政在改革發(fā)展大潮中主動作為、實(shí)現(xiàn)更大作為。
[Abstract]:Financial informatization is the core technical support for the establishment of modern financial system. This paper analyzes the development stage of financial informatization, puts forward the definition of large financial system, and summarizes the characteristics of large financial system, such as based on fiscal big data, complete internal control, integration of IT governance, etc. This paper analyzes the main value of the large financial system, such as supporting real-time monitoring of financial business, supporting local government debt penetration monitoring, improving financial governance ability, realizing intelligent performance management, optimizing financial fund industry support policy and so on. This paper expounds the strategies of constructing the big financial system, such as the design of the top level of the big financial system, the establishment of the financial big data standard, the establishment of the financial chief information officer system, and so on. Through the implementation of the big financial system, the finance should act actively in the tide of reform and development.
