【摘要】：隨著信息時(shí)代的到來,微博逐漸成為當(dāng)下最流行的信息傳播方式之一,微博在生活中的各個(gè)方面開始受到越來越多的關(guān)注。微博最先于2006年在美國興起,由創(chuàng)始網(wǎng)站Twitter逐漸向世界范圍內(nèi)擴(kuò)展開來,上至政要名人、下至平民百姓都通過這種方式進(jìn)行信息的傳播與交流。2009年8月,新浪開發(fā)并上線“新浪微博”,這時(shí)微博才真正走入國內(nèi)網(wǎng)上用戶的社交網(wǎng)絡(luò)之中,經(jīng)過短短7年的發(fā)展,新浪微博憑借其具備的強(qiáng)大的即時(shí)性、互動(dòng)性、便利性等優(yōu)勢(shì)成為信息傳遞的新渠道之一。在這樣的時(shí)代發(fā)展背景之下,為了響應(yīng)我國建設(shè)法治政府、服務(wù)型政府的號(hào)召,我國的政府機(jī)構(gòu)、公司企業(yè)等紛紛開通微博,確保行政事業(yè)機(jī)關(guān)能夠跟隨科技發(fā)展的潮流,持續(xù)改革創(chuàng)新,以便更好地履行工作職責(zé)、宣傳工作精神。微博的誕生從某種意義上來講,在很大程度上改變了傳統(tǒng)的信息傳遞模式,甚至在對(duì)人際關(guān)系的發(fā)展等方面都產(chǎn)生了較大的影響,研究這種影響不僅對(duì)于政務(wù)微博的發(fā)展具有積極意義,對(duì)于社會(huì)群體的交流方式、思想觀念等都有著極其重要的意義和價(jià)值。所以,在公安微博的受眾規(guī)模愈發(fā)龐大的背景之下,探究怎樣高效開展公安微博的一系列工作,進(jìn)而強(qiáng)化其整體建設(shè)與管控的力度,完善公安微博的績效考核,改善公安微博的運(yùn)營策略,已然是政務(wù)管理透明化過程中亟待解決的一個(gè)問題。對(duì)公安微博有效管理的剖析是強(qiáng)化公安微博有效性利用的需求,是推進(jìn)我國政務(wù)微博不斷發(fā)展的有利理論支撐。這也是我國在信息化時(shí)代全面貫徹依法治國,深入推進(jìn)社會(huì)管理創(chuàng)新,不斷提升公共服務(wù)機(jī)構(gòu)建設(shè)服務(wù)型社會(huì)的一個(gè)重要環(huán)節(jié)。本文以河南省公安微博為切入點(diǎn),通過對(duì)河南省公安微博的實(shí)證考查,收集相關(guān)數(shù)據(jù)和內(nèi)容,對(duì)河南省公安微博的發(fā)展現(xiàn)狀進(jìn)行分析,結(jié)合相關(guān)案例,并與其他省市公安微博進(jìn)行對(duì)比,對(duì)其微博運(yùn)營過程中產(chǎn)生的相關(guān)問題進(jìn)行分析,深入探究公安微博運(yùn)營過程中實(shí)施的相關(guān)策略,盡可能針對(duì)其管控等方面提出有效合理的意見。
[Abstract]:With the advent of the information age, Weibo has gradually become one of the most popular methods of information dissemination. Weibo has been paid more and more attention in all aspects of life. Weibo first sprang up in the United States in 2006, and was gradually expanded from its founding site, Twitter, to the world, from dignitaries and ordinary people to the dissemination and exchange of information in this way. Sina develops and goes online "Sina Weibo", this is when Weibo enters the social network of domestic online user really, after just 7 years of development, Sina Weibo with its powerful instant, interactive, Convenience and other advantages have become one of the new channels of information transmission. In response to the call of our country to build a government ruled by law and a service-oriented government, in response to the background of the development of this era, government agencies, companies and enterprises in our country have launched Weibo one after another to ensure that administrative institutions can follow the trend of scientific and technological development. Continuous reform and innovation in order to better perform job responsibilities and promote the spirit of work. In a sense, the birth of Weibo changed the traditional mode of information transmission to a great extent, and even had a great impact on the development of interpersonal relations. The study of this kind of influence not only has the positive significance to the development of the government affairs Weibo, but also has the extremely important significance and the value to the social group communication way, the thought idea and so on. Therefore, under the background of the increasingly large audience of public security Weibo, this paper explores how to carry out a series of work of public security Weibo efficiently, and then strengthen its overall construction and control, and perfect the performance appraisal of public security Weibo. Improving the operation strategy of public security Weibo is an urgent problem to be solved in the process of transparency of government administration. The analysis of the effective management of the public security Weibo is the demand of strengthening the effective utilization of the public security Weibo and the beneficial theoretical support to promote the continuous development of the government affairs Weibo in our country. This is also an important link for our country to comprehensively implement the rule of law in the information age, to promote the innovation of social management, and to continuously promote the public service institutions to build a service-oriented society. This article takes Henan Province Public Security Weibo as the breakthrough point, through the positive examination to Henan Province Public Security Weibo, collects the related data and the content, carries on the analysis to the Henan Province Public Security Weibo development present situation, unifies the correlation case, And compared with other provinces and cities public security Weibo, analyzes the related problems in the process of Weibo operation, and probes into the relevant strategies implemented in the process of public security Weibo operation. As far as possible for its control and other aspects of effective and reasonable advice.
