【摘要】：項(xiàng)目管理從二十世紀(jì)五十年代開始興起,并逐步發(fā)展成為一個(gè)內(nèi)容廣泛、方法科學(xué)和體系完整的應(yīng)用領(lǐng)域。近年來,我國各級(jí)黨委和政府在實(shí)施科學(xué)研究項(xiàng)目和人才工作項(xiàng)目的過程中,均引入項(xiàng)目管理的理念,一批專家學(xué)者對(duì)項(xiàng)目管理在科技工作、人才工作中的應(yīng)用進(jìn)行了深入研究,但理論與實(shí)踐相結(jié)合方面有待進(jìn)一步加強(qiáng),存在"重過程,輕質(zhì)量"、"重形式,輕內(nèi)容"等問題,應(yīng)用水平有待提高。科技人才工作是科技工作和人才工作的重要領(lǐng)域,對(duì)科技人才工作項(xiàng)目進(jìn)行項(xiàng)目管理具有重要的意義。科技人才項(xiàng)目的管理是一個(gè)復(fù)雜的系統(tǒng)工程。對(duì)于科技人才項(xiàng)目進(jìn)行科學(xué)、規(guī)范的項(xiàng)目管理,最重要的問題不是重新研究出一個(gè)全新的管理理論和方法,而是從一批現(xiàn)有的、經(jīng)過實(shí)踐檢驗(yàn)的成熟管理方法中,找出一個(gè)最有效、最適合項(xiàng)目自身規(guī)律和特性的研究方法,做出適合實(shí)際情況的改進(jìn)和完善,之后應(yīng)用到項(xiàng)目管理的具體情況之中。本次研究,是以項(xiàng)目管理在科技人才工作中的應(yīng)用為研究對(duì)象,重點(diǎn)對(duì)科技人才項(xiàng)目管理問題加以分析和論述,以便從理論層面對(duì)科技人才項(xiàng)目管理進(jìn)行有益的探討,從實(shí)踐層面對(duì)科技人才項(xiàng)目管理提出相應(yīng)的對(duì)策和建議。本次研究旨在,運(yùn)用項(xiàng)目管理的理念、方法和方式,探尋提升科技人才項(xiàng)目管理水平的有效途徑和措施,提高科技人才項(xiàng)目的作用和效益。擬解決的主要問題是基于項(xiàng)目生命周期,把科技人才項(xiàng)目劃分為立項(xiàng)、啟動(dòng)、計(jì)劃、實(shí)施控制、驗(yàn)收和后評(píng)估六個(gè)基本過程,在公共項(xiàng)目全壽命周期項(xiàng)目管理理論的基礎(chǔ)上,根據(jù)績效預(yù)算的基本原理,對(duì)科技人才項(xiàng)目實(shí)施整個(gè)過程進(jìn)行較為全面的過程管理模式探索和研究,對(duì)項(xiàng)目管理理論與科技人才項(xiàng)目管理實(shí)踐的結(jié)合提供應(yīng)用與創(chuàng)新范例。
[Abstract]:Project management began to rise in the 1950s, and gradually developed into a wide range of applications, method science and system integrity. In recent years, party committees and governments at all levels of our country have introduced the concept of project management in the process of carrying out scientific research projects and personnel work projects. The application of talent work has been deeply studied, but the combination of theory and practice needs to be further strengthened. There are some problems such as "attaching importance to process, less to quality", "to form, to content" and so on, and the level of application needs to be improved. Science and technology talent work is an important field of science and technology work and talent work. It is of great significance to carry out project management for scientific and technological talent work project. The management of science and technology talents project is a complicated system engineering. The most important problem for scientific and technical talents project management is not to re-develop a completely new management theory and method, but from a batch of existing and proven mature management methods. To find out the most effective and most suitable research method for the law and characteristics of the project itself, to make the improvement and perfection suitable for the actual situation, and then to apply it to the specific situation of project management. In this study, the application of project management in the work of scientific and technological talents is taken as the research object, and the problems of project management of scientific and technological talents are analyzed and discussed in order to make a beneficial discussion on the project management of scientific and technological talents from the theoretical level. This paper puts forward the corresponding countermeasures and suggestions to the project management of scientific and technological talents from the practical level. The purpose of this study is to explore the effective ways and measures to improve the management level of scientific and technological talents projects and to improve the functions and benefits of scientific and technological talents projects by using the ideas, methods and methods of project management. The main problems to be solved are that based on the project life cycle, the scientific and technological talents project is divided into six basic processes: project establishment, start-up, planning, implementation control, acceptance and post-evaluation, and on the basis of the project management theory of the whole life cycle of public projects. According to the basic principle of performance budgeting, this paper explores and studies the process management model of the whole process of the implementation of scientific and technological talents project, and provides an application and innovation example for the combination of project management theory and scientific and technological talent project management practice.
