基于多維績效觀的創(chuàng)新型科技人才評價體系構(gòu)建

【摘要】:當(dāng)前,我國進入了全面建成小康社會和建設(shè)創(chuàng)新型國家的決勝階段,自2012年黨的十八大提出實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略以來,加快對創(chuàng)新型科技人才的培養(yǎng)成為我國參與國際競爭、發(fā)展中國特色社會主義事業(yè)的重中之重,對創(chuàng)新型科技人才的評價研究作為創(chuàng)新型科技人才培養(yǎng)、加快實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略的重要環(huán)節(jié),逐漸受到學(xué)者們的關(guān)注。以往對創(chuàng)新型科技人才進行評價較多的是關(guān)注其所取得的成就,也就是對工作績效中任務(wù)績效的評價,而工作績效理論的發(fā)展已將單維的任務(wù)績效擴展至多個維度,且尚未有學(xué)者從這一角度對創(chuàng)新型科技人才進行評價,基于此,本文構(gòu)建了基于多維績效觀的創(chuàng)新型科技人才評價體系。論文首先對創(chuàng)新型科技人才的概念、特征及相關(guān)評價理論進行梳理,從工作績效理論的任務(wù)績效、關(guān)系績效和適應(yīng)性績效維度出發(fā),分析針對創(chuàng)新型科技人才的多維績效評價要素及要素之間的關(guān)系,構(gòu)建了創(chuàng)新型科技人才評價理論模型,并設(shè)計評價指標(biāo)。該模型包括任務(wù)績效、關(guān)系績效、適應(yīng)性績效三個維度的七個評價要素,即創(chuàng)新行為、創(chuàng)新結(jié)果、人際促進、工作奉獻、學(xué)習(xí)適應(yīng)性、創(chuàng)新適應(yīng)性、不確定適應(yīng)性。在實證部分,本文采用問卷調(diào)查法收集數(shù)據(jù),對題項進行信度檢驗之后,通過因子分析法對數(shù)據(jù)進行分析,驗證了本文所提假設(shè)成立,且模型適配度良好,并在此基礎(chǔ)上確定了3個一級指標(biāo)、7個二級指標(biāo)、23個三級指標(biāo)的創(chuàng)新型科技人才評價體系。此后,采用單因素方差法分析不同研究類別的創(chuàng)新型科技人才在個體所感知的被評價過程中對人才評價指標(biāo)具有差異性,為創(chuàng)新型科技人才分類評價做指導(dǎo)。最后,根據(jù)實證研究中影響要素的因子貢獻率,本文為創(chuàng)新型科技人才評價提出了七個方面的建議:第一,注重創(chuàng)新型科技人才全面評價;第二,重視創(chuàng)新型科技人才科研產(chǎn)出及成果轉(zhuǎn)化能力的評價;第三,強調(diào)創(chuàng)新型科技人才持續(xù)學(xué)習(xí)能力評價;第四,健全對創(chuàng)新型科技人才不確定情景的適應(yīng)能力評價;第五,加強對創(chuàng)新型科技人才創(chuàng)新適應(yīng)性評價;第六,保障對創(chuàng)新型科技人才工作奉獻評價;第七,強化創(chuàng)新型科技人才的人際促進能力評價。
[Abstract]:At present, China has entered the decisive stage of building a well-off society in an all-round way and building an innovative country. Since the 18th National Congress of the Party put forward the strategy of innovation-driven development in 2012, speeding up the training of innovative scientific and technological talents has become our country's participation in international competition. The most important part of the development of socialism with Chinese characteristics is the evaluation of innovative scientific and technological talents. As an important part of cultivating innovative scientific and technological talents and speeding up the implementation of innovation-driven development strategy, scholars have gradually paid close attention to the evaluation of innovative scientific and technological talents. In the past, more attention was paid to the achievement of innovative science and technology talents, that is, the evaluation of task performance in job performance, and the development of job performance theory has expanded the one-dimensional task performance to multiple dimensions. No scholars have evaluated innovative scientific and technological talents from this point of view. Based on this, this paper constructs an innovative science and technology talent evaluation system based on multidimensional performance view. Firstly, the paper combs the concept, characteristics and relevant evaluation theory of innovative scientific and technological talents, starting from the task performance, relational performance and adaptive performance dimensions of job performance theory. Based on the analysis of the multi-dimensional performance evaluation elements of innovative scientific and technological talents and the relationship between them, the theoretical model of innovative scientific and technological talents evaluation is constructed, and the evaluation indexes are designed. The model includes seven evaluation factors of task performance, relationship performance and adaptability performance, namely, innovation behavior, innovation result, interpersonal promotion, work dedication, learning adaptability, innovation adaptability, uncertainty adaptability. In the empirical part, we collect data by questionnaire, test the reliability of the item, analyze the data by factor analysis, and verify that the hypothesis is valid, and the model fit well. On the basis of this, the evaluation system of innovative scientific and technological talents is established, which includes 3 first class indexes, 7 second class indexes and 23 third grade indexes. Since then, the single factor variance method is used to analyze the difference of talent evaluation indexes in the process of individual perceived evaluation of innovative scientific and technological talents in different research categories, which provides guidance for the classification and evaluation of innovative scientific and technological talents. Finally, according to the factor contribution rate of influencing factors in empirical research, this paper puts forward seven suggestions for the evaluation of innovative scientific and technological talents: first, pay attention to the comprehensive evaluation of innovative scientific and technological talents; second, Attach importance to the evaluation of the scientific research output and the ability to transform the achievements of innovative scientific and technological talents; third, emphasize the evaluation of the ability of innovative scientific and technological talents to learn continuously; fourth, improve the assessment of adaptability to the uncertain situation of innovative scientific and technological talents; fifth, Strengthen the evaluation of innovation adaptability of innovative scientific and technological talents; sixth, guarantee the evaluation of innovative scientific and technological talents' work dedication; seventh, strengthen the evaluation of interpersonal promotion ability of innovative scientific and technological talents.
