【摘要】：專利資助政策作為國家知識(shí)產(chǎn)權(quán)戰(zhàn)略的重要內(nèi)容之一,是國家和地方各級(jí)政府積極地運(yùn)用財(cái)政政策促進(jìn)企業(yè)自主創(chuàng)新能力的一項(xiàng)重要舉措。政府要適時(shí)根據(jù)企業(yè)的需求提供對(duì)應(yīng)的服務(wù)政策。專利資助政策的貫徹實(shí)施對(duì)企業(yè)的知識(shí)產(chǎn)權(quán)績效管理產(chǎn)生了哪些影響,了解企業(yè)在專利資助政策的影響下所表現(xiàn)出的訴求,更好地優(yōu)化專利資助政策,這是目前政府需要迫切解決的問題。要保證國家政策發(fā)揮更大的效力,需要對(duì)企業(yè)知識(shí)產(chǎn)權(quán)績效管理受國家專利資助政策影響前后變化進(jìn)行對(duì)比研究。本文以上海市某高新技術(shù)企業(yè)為個(gè)案研究對(duì)象,通過對(duì)選取案例企業(yè)實(shí)地考察,擬從被調(diào)查企業(yè)的知識(shí)產(chǎn)權(quán)績效管理體系受國家專利資助政策影響的程度進(jìn)行評(píng)估分析。對(duì)比分析了專利資助政策出臺(tái)以后,企業(yè)知識(shí)產(chǎn)權(quán)績效管理的變化及受影響情況,并根據(jù)企業(yè)改善績效管理的訴求提出相對(duì)完善的專利資助政策,從而進(jìn)一步推動(dòng)我國的整體科技創(chuàng)新水平。本文分為六章對(duì)研究問題進(jìn)行了分析:第一章是緒論,對(duì)國內(nèi)外關(guān)于專利資助政策與企業(yè)知識(shí)產(chǎn)權(quán)績效管理相關(guān)性問題研究的文獻(xiàn)進(jìn)行了梳理分析;第二章對(duì)國內(nèi)外專利資助政策的現(xiàn)狀進(jìn)行對(duì)比分析;第三章著重介紹了專利資助政策與企業(yè)的知識(shí)產(chǎn)權(quán)績效管理的相關(guān)性理論;第四章以上海市某創(chuàng)新型企業(yè)作為案例進(jìn)行研究,探索企業(yè)知識(shí)產(chǎn)權(quán)績效管理改善的情況下對(duì)專利資助政策的訴求;第五章基于企業(yè)的訴求,提出完善專利資助政策的相關(guān)建議;第六章結(jié)論,對(duì)本研究進(jìn)行進(jìn)一步總結(jié)并展望該研究。
[Abstract]:As one of the important contents of the national intellectual property strategy, the patent subsidy policy is an important measure for the government at the national and local levels to actively use fiscal policies to promote the independent innovation ability of enterprises. The government should provide corresponding service policy according to the demand of the enterprise. What impact does the implementation of patent subsidy policy have on the performance management of intellectual property, understand the demands of the enterprises under the influence of the patent subsidy policy, and better optimize the patent subsidy policy, This is a problem that the government needs to solve urgently. In order to ensure the greater effectiveness of national policies, it is necessary to make a comparative study on the changes of enterprise intellectual property performance management before and after the impact of the national patent subsidy policy. Based on a case study of a high-tech enterprise in Shanghai, this paper evaluates and analyzes the extent to which the intellectual property performance management system of the investigated enterprise is affected by the national patent subsidy policy through the field investigation of selected case enterprises. After the introduction of patent subsidy policy, the change of intellectual property performance management and its influence are analyzed, and a relatively perfect patent subsidy policy is put forward according to the demand of enterprises to improve performance management. So as to further promote the overall level of scientific and technological innovation in China. This paper is divided into six chapters to analyze the research issues: the first chapter is an introduction to the domestic and foreign research on the relationship between patent funding policies and the performance management of intellectual property rights; The second chapter makes a comparative analysis of the current situation of patent subsidy policies at home and abroad, and the third chapter focuses on the theory of correlation between patent subsidy policies and intellectual property performance management of enterprises. The fourth chapter takes an innovative enterprise in Shanghai as a case study to explore the demand of patent subsidy policy in the case of improving the performance management of intellectual property rights. Chapter five is based on the demands of enterprises. Some suggestions on how to perfect the patent subsidy policy are put forward. Chapter 6 concludes the research and looks forward to the research.
