【摘要】：伴隨著中國(guó)宏觀(guān)經(jīng)濟(jì)的發(fā)展,我國(guó)電力行業(yè)也得到了快速的發(fā)展。但是,在實(shí)現(xiàn)高速發(fā)展的同時(shí)也帶來(lái)了我國(guó)電力行業(yè)越來(lái)越嚴(yán)重的環(huán)境污染問(wèn)題,污染治理與環(huán)境保護(hù)已迫在眉睫。為此,各地政府近年來(lái)先后采取了一系列的環(huán)境規(guī)制措施,以期達(dá)到保護(hù)自然環(huán)境的目的。但是政府環(huán)境規(guī)制政策的實(shí)施究竟會(huì)對(duì)電力行業(yè)的發(fā)展帶來(lái)什么樣的影響?會(huì)阻礙電力行業(yè)的發(fā)展亦或促進(jìn)電力行業(yè)的發(fā)展?鑒于此,本文以我國(guó)電力行業(yè)為研究對(duì)象,展開(kāi)當(dāng)前我國(guó)環(huán)境規(guī)制對(duì)電力行業(yè)產(chǎn)業(yè)績(jī)效的影響研究,旨在尋求我國(guó)電力行業(yè)環(huán)境規(guī)制與產(chǎn)業(yè)績(jī)效提升的協(xié)調(diào)發(fā)展。論文圍繞我國(guó)電力行業(yè)環(huán)境規(guī)制對(duì)產(chǎn)業(yè)績(jī)效的影響展開(kāi)研究,通過(guò)收集我國(guó)不同地區(qū)的電力行業(yè)數(shù)據(jù),建立環(huán)境規(guī)制對(duì)電力行業(yè)產(chǎn)業(yè)績(jī)效的影響模型,并分析環(huán)境規(guī)制對(duì)行業(yè)進(jìn)入壁壘、技術(shù)創(chuàng)新以及產(chǎn)業(yè)績(jī)效的影響,從而為協(xié)調(diào)我國(guó)電力行業(yè)環(huán)境規(guī)制與產(chǎn)業(yè)績(jī)效之間的關(guān)系提供更好的依據(jù)。首先,論文對(duì)環(huán)境規(guī)制的相關(guān)概念和理論進(jìn)行介紹,并分析了環(huán)境規(guī)制對(duì)產(chǎn)業(yè)績(jī)效的影響機(jī)理——通過(guò)規(guī)制成本增加的直接路徑以及通過(guò)進(jìn)入壁壘與技術(shù)創(chuàng)新的間接路徑對(duì)產(chǎn)業(yè)績(jī)效產(chǎn)生影響。然后,論文分析了我國(guó)電力行業(yè)的發(fā)展概況、環(huán)境規(guī)制現(xiàn)狀和環(huán)境規(guī)制績(jī)效,并對(duì)比了中美兩國(guó)環(huán)境規(guī)制績(jī)效,綜合得出中國(guó)電力行業(yè)環(huán)境規(guī)制政策在過(guò)去幾年取得較好的規(guī)制效果,但與美國(guó)相比還存在一定差距。隨后,在前文理論基礎(chǔ)之上,本文通過(guò)搜集我國(guó)電力行業(yè)25個(gè)省、市、自治區(qū)的面板數(shù)據(jù),建立環(huán)境規(guī)制對(duì)電力行業(yè)技術(shù)創(chuàng)新、進(jìn)入壁壘和行業(yè)績(jī)效影響的四個(gè)固定效應(yīng)回歸模型,借助EVIEWS展開(kāi)實(shí)證分析,實(shí)證結(jié)果表明:1、環(huán)境規(guī)制對(duì)電力行業(yè)技術(shù)創(chuàng)新有正向影響;2、環(huán)境規(guī)制對(duì)電力行業(yè)進(jìn)入壁壘的影響不顯著;3、環(huán)境規(guī)制對(duì)電力行業(yè)產(chǎn)業(yè)績(jī)效有正向影響。最后,通過(guò)實(shí)證分析結(jié)果提煉出我國(guó)電力行業(yè)環(huán)境規(guī)制對(duì)產(chǎn)業(yè)績(jī)效影響所存在的問(wèn)題,然后根據(jù)實(shí)證結(jié)果和問(wèn)題有針對(duì)性的從政府層面和企業(yè)層面提出相應(yīng)的對(duì)策和建議:建議政府加速市場(chǎng)機(jī)制改革、確保政策執(zhí)行落地和加強(qiáng)環(huán)境規(guī)制力度,建議企業(yè)樹(shù)立正確的環(huán)境規(guī)制意識(shí)、提高技術(shù)創(chuàng)新能力以及建立多元化的新能源電源結(jié)構(gòu)。
[Abstract]:Along with the development of China's macro-economy, the electric power industry of our country has also got the fast development. However, with the rapid development, it also brings more and more serious environmental pollution problems in China's electric power industry. Pollution control and environmental protection are imminent. Therefore, local governments have adopted a series of environmental regulation measures in recent years in order to protect the natural environment. But what kind of influence will the implementation of government environmental regulation policy bring to the development of electric power industry? Will it hinder or promote the development of the electricity industry? In view of this, this paper takes the electric power industry of our country as the research object, carries out the current research on the influence of the environmental regulation on the performance of the electric power industry in our country, in order to seek the coordinated development of the environmental regulation and the industrial performance promotion of the electric power industry of our country. This paper focuses on the impact of environmental regulation on industrial performance in China's electric power industry. By collecting data from different regions of China, the paper establishes a model of the impact of environmental regulation on the performance of electric power industry. It also analyzes the influence of environmental regulation on industry entry barriers, technological innovation and industrial performance, thus providing a better basis for coordinating the relationship between environmental regulation and industrial performance in China's electric power industry. First of all, the paper introduces the related concepts and theories of environmental regulation. The paper also analyzes the influence mechanism of environmental regulation on industrial performance, that is, through the direct path of increasing the cost of regulation and the indirect path of entry barrier and technological innovation, the influence of environmental regulation on industrial performance is analyzed. Then, the paper analyzes the development of China's electric power industry, environmental regulation status and environmental regulation performance, and compares the performance of environmental regulation between China and the United States. It is concluded that the environmental regulation policy of China's electric power industry has achieved good regulatory effect in the past few years, but there is still a certain gap compared with the United States. Then, on the basis of the previous theory, this paper collects the panel data of 25 provinces, municipalities and autonomous regions of China's electric power industry, and establishes the environmental regulation to the technical innovation of the power industry. The four fixed effect regression models of barriers to entry and industry performance are analyzed by EVIEWS. The empirical results show that: 1, environmental regulation has a positive impact on technological innovation of power industry, environmental regulation has no significant impact on power industry entry barriers, and environmental regulation has a positive impact on power industry performance. Finally, through the empirical analysis of the results of the power industry environmental regulation on the impact of industrial performance problems, Then according to the empirical results and problems from the government level and the enterprise level to put forward the corresponding countermeasures and suggestions: the government to accelerate the reform of market mechanisms to ensure the implementation of policies and strengthen environmental regulation. It is suggested that enterprises should establish correct awareness of environmental regulation, improve technological innovation ability and establish diversified new energy source structure.
