【摘要】：貧困村互助資金是指以財(cái)政扶貧資金為引導(dǎo),村民自愿按一定比例交納的互助金為依托,無任何附加條件的社會(huì)捐贈(zèng)資金為補(bǔ)充,在貧困村建立的民有、民用、民管、民享、周轉(zhuǎn)使用的生產(chǎn)發(fā)展資金。作為農(nóng)村金融的一種模式,自2006年國務(wù)院扶貧辦和財(cái)政部共同試點(diǎn)推廣以來,逐步發(fā)展為貧困地區(qū)解決農(nóng)戶融資困難的有效手段。漢臺(tái)區(qū)自2009年開始試點(diǎn)組建貧困村互助資金協(xié)會(huì),在金融扶貧的道路上取得了初步成效。2015年底,中共中央、國務(wù)院印發(fā)《關(guān)于打贏脫貧攻堅(jiān)戰(zhàn)的決定》,吹響了脫貧攻堅(jiān)戰(zhàn)沖鋒號(hào)。秦巴山區(qū)是全國重點(diǎn)脫貧攻堅(jiān)區(qū)域之一,漢中市又是秦巴山區(qū)重點(diǎn)脫貧地市,漢臺(tái)區(qū)作為漢中市的中心城區(qū),盡管不是國定貧困縣,但截止2015年底仍有48個(gè)村1.46萬群眾處于貧困線之下。如何在上級(jí)安排扶貧項(xiàng)目少,扶貧資金投入少,區(qū)級(jí)財(cái)力有限的情況下,利用現(xiàn)有資源,壯大貧困村互助資金協(xié)會(huì)組織,探索出一條可供同類地區(qū)借鑒的金融扶貧之路,是漢臺(tái)區(qū)在打贏脫貧攻堅(jiān)戰(zhàn)的征途中亟需研究解決的重點(diǎn)課題之一。本文首先從貧困村“發(fā)展生產(chǎn)互助資金”的背景及相關(guān)理論入手,分別從區(qū)域經(jīng)濟(jì)發(fā)展、不完全競(jìng)爭市場(chǎng)、合作經(jīng)濟(jì)等與生產(chǎn)互助資金相關(guān)的理論進(jìn)行探討。然后,依次介紹了漢臺(tái)區(qū)經(jīng)濟(jì)社會(huì)發(fā)展情況、扶貧工作開展情況以及發(fā)展生產(chǎn)互助資金試點(diǎn)的實(shí)際運(yùn)行情況。通過對(duì)9個(gè)互助資金協(xié)會(huì)進(jìn)行實(shí)地調(diào)查,從一個(gè)側(cè)面解剖了漢臺(tái)區(qū)貧困村互助資金發(fā)展現(xiàn)狀。并集中選取了8項(xiàng)績效指標(biāo)(社會(huì)績效指標(biāo):貧困戶入社率、借款貧困戶數(shù);財(cái)務(wù)績效指標(biāo):借款占用費(fèi)收入;投入指標(biāo):互助資金總額、管理人員數(shù)量、總支出;其他控制變量:有無主導(dǎo)產(chǎn)業(yè)、有無技術(shù)支持)進(jìn)行分析,找到了影響當(dāng)?shù)貐f(xié)會(huì)發(fā)展績效的原因。同時(shí),梳理出貧困戶參與程度不高、互助資金來源渠道單一、協(xié)會(huì)運(yùn)行管理不規(guī)范、擴(kuò)面資金缺口較大、風(fēng)險(xiǎn)防控存在隱患等5個(gè)方面問題,提出了鼓勵(lì)群眾廣泛參與、拓寬資本金來源渠道、擴(kuò)大貧困村資金互助協(xié)會(huì)項(xiàng)目覆蓋面、出臺(tái)互助資金獎(jiǎng)罰辦法、探索建立風(fēng)險(xiǎn)規(guī)避機(jī)制、加強(qiáng)交流培訓(xùn)、強(qiáng)化協(xié)會(huì)管理7項(xiàng)優(yōu)化對(duì)策建議,最終希望這些建議能夠?yàn)橥苿?dòng)漢臺(tái)區(qū)貧困村互助資金協(xié)會(huì)建設(shè)有所幫助。
[Abstract]:Mutual aid funds for poor villages refer to the people, civilian, civil, administrative, and public welfare funds set up in poor villages, which are guided by financial poverty alleviation funds, supported by mutual assistance funds voluntarily paid by villagers in a certain proportion, supplemented by social donation funds without any additional conditions, Working capital for production and development. As a model of rural finance, the poverty alleviation office of the State Council and the Ministry of Finance have developed into an effective means to solve the financing difficulties of farmers in poverty-stricken areas since the joint pilot promotion of the Office of the State Council and the Ministry of Finance in 2006. The Hantai District started to set up the Poor Village Mutual Fund Association on a pilot basis in 2009. It has achieved initial results on the road of financial poverty alleviation. At the end of 2015, the CPC Central Committee, The State Council issued the decision on winning the battle against poverty and difficulty, which sounded the name of the battle against poverty. Qinba Mountain area is one of the key poverty relief areas in the country. Hanzhong City is also a key poverty relief city in Qinba Mountain area. Hantai District is the central urban area of Hanzhong City, although it is not a poverty-stricken county designated by the state. But by the end of 2015, 14600 people in 48 villages remained below the poverty line. How to make use of existing resources to strengthen the organization of mutual funds associations in poor villages in order to explore a way for similar regions to learn from the financial poverty alleviation under the circumstances that the higher level arranges poverty alleviation projects less, the funds for poverty alleviation investment is less, and the district financial resources are limited, and use the existing resources to strengthen the organizations of mutual funds associations in poor villages It is one of the most important research topics in Hantai area in order to win the battle against poverty. This paper starts with the background and relevant theories of "developing mutual fund of production" in poor villages, and discusses the theories of regional economic development, incomplete competition market, cooperative economy and so on. Then, the paper introduces the economic and social development of Hantai District, the development of poverty alleviation and the actual operation of the development of production mutual funds. Through the field investigation of 9 mutual fund associations, this paper dissects the present situation of mutual aid fund development in poor villages of Hantai district from one side. And selected 8 performance indicators (social performance indicators: social performance indicators: poor households, loan poor households; financial performance indicators: borrowing expenses income; input indicators: mutual funds total, the number of management personnel, total expenditure; Other control variables: whether there is a leading industry, whether there is technical support) were analyzed to find out the reasons that affect the development performance of local associations. At the same time, five problems, such as the poor households' participation degree is not high, the source of mutual aid funds is single, the operation and management of the association is not standardized, the fund gap is large, the risk prevention and control is hidden, and so on are pointed out, and it is proposed that the masses should be encouraged to participate extensively. We should broaden the channels of capital sources, expand the project coverage of mutual fund associations in poor villages, issue measures for mutual fund rewards and penalties, explore the establishment of a risk-averse mechanism, strengthen exchange and training, and strengthen the management of the association. Finally, I hope these suggestions can help promote the construction of mutual fund association of poor villages in Hantai District.
