省級創(chuàng)新政策驅(qū)動(dòng)創(chuàng)新能力的作用機(jī)理及績效測評

【摘要】:十一五開局之年在《國家中長期科學(xué)技術(shù)規(guī)劃綱要(2006-2015)》中,中央就明確提出了創(chuàng)新型國家建設(shè)戰(zhàn)略,與之相對應(yīng)的“創(chuàng)新型省份”建設(shè)也被提上日程,距今已逾10年。10年中,各省政府通過相應(yīng)的公共政策驅(qū)動(dòng)全省創(chuàng)新能力提升,在國家創(chuàng)新驅(qū)動(dòng)戰(zhàn)略中扮演著重要角色,然而創(chuàng)新政策究竟通過何種路徑作用于創(chuàng)新能力?其作用機(jī)理、路徑與過程具體如何體現(xiàn)?如何評價(jià)各省出臺(tái)一系列創(chuàng)新政策?這一系列的政策效果如何、在多大程度上提升了各省的創(chuàng)新能力?目前學(xué)界尚無明確定論,這對政府充分利用政策工具驅(qū)動(dòng)創(chuàng)新能力提升帶來不少困擾。我國創(chuàng)新政策研究起步晚,成果也較少,學(xué)者們對創(chuàng)新政策相關(guān)內(nèi)容的研究還處于探索期。而實(shí)踐中,在中央政府提出建設(shè)國家創(chuàng)新體系戰(zhàn)略之后,各省相繼提出創(chuàng)新型省份建設(shè),并通過相應(yīng)的政策驅(qū)動(dòng)本省創(chuàng)新型省份建設(shè),創(chuàng)新政策驅(qū)動(dòng)效果顯著,為了系統(tǒng)總結(jié)經(jīng)驗(yàn)以供我國創(chuàng)新型省份建設(shè)的實(shí)踐需要,本研究擬從三個(gè)方面解決上述問題,通過理論分析及文獻(xiàn)梳理構(gòu)建創(chuàng)新政策驅(qū)動(dòng)創(chuàng)新能力作用機(jī)理框架,搜集31個(gè)省份2006年-2013年出臺(tái)的創(chuàng)新政策,利用各省面板數(shù)據(jù)系統(tǒng)考察各省創(chuàng)新能力的影響因素,重點(diǎn)驗(yàn)證創(chuàng)新政策對創(chuàng)新型省份建設(shè)的驅(qū)動(dòng)效果,并依據(jù)實(shí)證研究的結(jié)果提出相應(yīng)的政策建議。具體來說,本研究共分為六個(gè)部分的內(nèi)容,對我國省域創(chuàng)新政策驅(qū)動(dòng)區(qū)域創(chuàng)新能力的作用機(jī)理及其效果進(jìn)行完整的闡釋。本研究從我國創(chuàng)新政策的研究現(xiàn)狀入手,從宏觀上了解我國現(xiàn)有學(xué)者對創(chuàng)新政策研究的關(guān)注點(diǎn)。接著分別對國內(nèi)外文獻(xiàn)中有關(guān)創(chuàng)新政策、創(chuàng)新能力、創(chuàng)新政策驅(qū)動(dòng)創(chuàng)新能力相關(guān)內(nèi)容進(jìn)行綜述,并結(jié)合創(chuàng)新驅(qū)動(dòng)理論相關(guān)內(nèi)容、創(chuàng)新系統(tǒng)理論相關(guān)內(nèi)容和公共物品理論相關(guān)內(nèi)容,構(gòu)建了創(chuàng)新政策驅(qū)動(dòng)創(chuàng)新能力提升的理論框架。在前文分析基礎(chǔ)上,本研究構(gòu)建了我國省級創(chuàng)新政策驅(qū)動(dòng)各省創(chuàng)新能力的作用機(jī)理模型,將創(chuàng)新能力分為基礎(chǔ)科學(xué)創(chuàng)新能力、技術(shù)創(chuàng)新能力和系統(tǒng)創(chuàng)新能力,從創(chuàng)新導(dǎo)向、風(fēng)險(xiǎn)共擔(dān)、基礎(chǔ)保障和收益共享四個(gè)方面闡述了創(chuàng)新政策對創(chuàng)新能力的作用機(jī)理,并分別以科技人才政策、產(chǎn)業(yè)政策、系統(tǒng)創(chuàng)新政策的政策文本數(shù)作為自變量,提出了本文的研究假設(shè)。并以科技論文數(shù)衡量基礎(chǔ)科學(xué)創(chuàng)新能力、專利授權(quán)數(shù)衡量技術(shù)創(chuàng)新能力、各省創(chuàng)新指數(shù)衡量系統(tǒng)創(chuàng)新能力,搜集31省2006-2013年的面板數(shù)據(jù)進(jìn)行了實(shí)證檢驗(yàn),在通過數(shù)據(jù)平穩(wěn)性檢驗(yàn)、異方差檢驗(yàn)基礎(chǔ)之上,進(jìn)一步進(jìn)行模型檢驗(yàn),檢驗(yàn)結(jié)果表明科技人才政策和產(chǎn)業(yè)政策與區(qū)域創(chuàng)新能力成正相關(guān),而專門針對創(chuàng)新型省份建設(shè)的創(chuàng)新型省份建設(shè)政策與區(qū)域創(chuàng)新能力關(guān)系不顯著,并據(jù)此提出了相關(guān)政策建議。當(dāng)前,走創(chuàng)新驅(qū)動(dòng)發(fā)展之路,是我國經(jīng)濟(jì)發(fā)展的必然趨勢,在國家創(chuàng)新發(fā)展戰(zhàn)略下,創(chuàng)新型省份建設(shè)作為承接中央創(chuàng)新型國家建設(shè)戰(zhàn)略的重要組成部分,被擺在突出位置,發(fā)揮著舉足輕重的作用。本研究在實(shí)證分析的基礎(chǔ)上,提出三點(diǎn)建議:一、人才依然是創(chuàng)新的關(guān)鍵所在,政府的人才政策直接影響著各省在創(chuàng)新型省份建設(shè)中的競爭力,故持續(xù)加大對人才的獎(jiǎng)勵(lì)與政策保障,是接下來科技人才政策的重點(diǎn);二、產(chǎn)業(yè)集群是創(chuàng)新的驅(qū)動(dòng)力,產(chǎn)業(yè)政策的重點(diǎn)應(yīng)以優(yōu)化集群結(jié)構(gòu)為重點(diǎn),以效率和公平為導(dǎo)向,促進(jìn)各省創(chuàng)新能力的提高。三、系統(tǒng)創(chuàng)新政策是創(chuàng)新的保障,政府應(yīng)加大政策實(shí)施的力度,擴(kuò)寬實(shí)施的范圍,把落實(shí)該政策工作作為各級考核指標(biāo),層層分解,落實(shí)到位,發(fā)揮創(chuàng)新政策該有的功效。
[Abstract]:In the year of 11th Five-Year, in the national medium and long term science and technology planning program (2006-2015), the Central Committee made clear the strategy of building an innovative country, and the construction of the "innovative province" corresponding to it was put on the agenda. In the past 10 years.10 years, the provincial governments have promoted the innovation ability of the whole province through corresponding public policies. Home innovation driven strategy plays an important role. However, what is the path of innovation policy acting on innovation ability? How does its mechanism, path and process concretely reflect? How to evaluate a series of innovation policies in each province? How do this series of policy effects improve the innovation ability of all provinces? There is no definite theory in the world, which has brought a lot of trouble to the government to make full use of the policy tools to drive innovation ability. The research of innovation policy in our country is late and the results are less. The scholars are still in the exploration period of the research on the relevant contents of the innovation policy. In practice, after the central government has put forward the strategy of building a national innovation system, the provinces have been successively. The construction of innovative province is put forward, and the innovation oriented province construction in the province is driven by the corresponding policy. The effect of innovation policy is remarkable. In order to sum up the experience for the practice of the construction of the innovative Province in our country, this research will solve the above problems from three aspects, and build the innovation policy driven innovation through the theory analysis and the literature review. The framework of capacity mechanism is used to collect the innovation policies issued by 31 provinces in -2013 in 2006. Using the provincial panel data system to investigate the influencing factors of the innovation ability of the provinces, and to verify the driving effect of the innovation policy on the construction of a new province, and put forward the corresponding policy recommendations according to the results of the empirical study. For the content of the six parts, this paper makes a complete explanation of the mechanism and effect of the regional innovation policy driven regional innovation capability in our country. This study starts with the research status of our country's innovation policy, and understands the concern of the existing scholars in our country on the research of innovation policy from the macro level. Innovation ability, innovation policy driven innovation ability related content are summarized, and the theoretical framework of innovation policy driven innovation ability promotion is constructed based on the related content of innovation driven theory, innovation of system theory related content and public goods theory. Based on the analysis of the previous analysis, this study constructs the provincial innovation administration in China. The strategy drives the mechanism model of the innovation ability of all provinces, and divides the innovation ability into basic scientific innovation ability, technological innovation ability and system innovation ability. It expounds the mechanism of innovation policy for innovation ability from four aspects of innovation orientation, risk sharing, basic guarantee and income sharing, and the policy of scientific and technological talents and industrial policy, respectively. The number of the policy text of the system innovation policy is the independent variable, and the research hypothesis of this paper is put forward. And the scientific innovation ability of the basic science is measured by the number of scientific papers. The patent authorization number is used to measure the technological innovation ability. The innovation capability of the provincial innovation index is measured and the panel data of 31 provinces and 2006-2013 years are collected and tested, and the data is smooth through the data. On the basis of sex test and heteroscedasticity test, further model test is carried out. The results show that the policy of scientific and technological talents and industrial policies are positively related to regional innovation ability, but the relationship between the construction policy of innovative province and the regional innovation ability is not significant, and the relevant policy suggestions are put forward. The road of innovation driven development is the inevitable trend of our country's economic development. Under the national innovation and development strategy, the construction of innovative Province as an important part of the construction strategy of the central innovative country has been put in a prominent position and plays an important role. On the basis of empirical analysis, this research puts forward three suggestions: 1, Talent is still the key to innovation. The government's talent policy directly affects the competitiveness of provinces in the construction of innovative provinces. Therefore, it is the key to the policy of scientific and technological talents to continue to increase the incentive and policy guarantee for the talents. Two, the industrial cluster is the driving force of innovation, and the focus of industrial policy should be to optimize the structure of the cluster. Three, the system innovation policy is the guarantee of innovation, the government should strengthen the implementation of the policy, broaden the scope of implementation, the implementation of the policy work as the assessment indicators at all levels, layer decomposition, implementation to the position, and play the effectiveness of the innovation policy.
