【摘要】:正隨著國(guó)家"創(chuàng)新驅(qū)動(dòng)"發(fā)展戰(zhàn)略的實(shí)施,科技評(píng)價(jià)在創(chuàng)新中的引導(dǎo)、規(guī)范和保障性需求愈發(fā)強(qiáng)烈,"雙刃劍"的利弊兩面性影響更加突出,特別是因?yàn)樵u(píng)價(jià)本身的固有缺陷而導(dǎo)致的負(fù)面效應(yīng),極易被放大且造成重大影響。"唯SCI論"~([1])、"急功近利"和學(xué)術(shù)不端行為頻發(fā)等不良現(xiàn)象,引發(fā)了公眾對(duì)現(xiàn)行評(píng)價(jià)方法、結(jié)果和導(dǎo)向的質(zhì)疑。遵循科技創(chuàng)新規(guī)律,貼近科學(xué)研究活動(dòng),引導(dǎo)研究回歸本質(zhì),已成為科研績(jī)效評(píng)價(jià)改革的指導(dǎo)思想和終極目標(biāo)。20世紀(jì)80年代,隨著管理學(xué)理論研究和實(shí)踐進(jìn)展,分類(lèi)評(píng)價(jià)逐漸在歐美發(fā)達(dá)國(guó)家興起并迅速受到廣泛關(guān)
[Abstract]:With the implementation of the national "innovation-driven" development strategy, the demand for guidance, standardization and support of scientific and technological evaluation in innovation has become increasingly strong, and the advantages and disadvantages of "double-edged sword" have become more prominent. In particular, the negative effects resulting from the inherent defects of the evaluation itself can easily be amplified and have a significant impact. " The bad phenomena such as "SCI theory" ([1]), "eager for quick success" and frequent academic misconduct have aroused the public's doubts about the current evaluation methods, results and guidance. Following the laws of science and technology innovation, close to scientific research activities, guiding research back to the essence, has become the guiding ideology and ultimate goal of scientific research performance evaluation reform in the 1980s, with the development of management theory research and practice. Classification Evaluation has gradually risen in developed countries in Europe and America and has been widely concerned.
