【摘要】：縱向結(jié)構(gòu)改革是近年來(lái)電信行業(yè)規(guī)制中的熱點(diǎn),中國(guó)鐵塔股份有限公司的成立標(biāo)志著中國(guó)電信行業(yè)規(guī)制由過(guò)去的橫向拆分轉(zhuǎn)變?yōu)榭v向分離,網(wǎng)絡(luò)基礎(chǔ)設(shè)施資源的歸屬模式也因此發(fā)生了根本性變化�？v向分離改革對(duì)電信競(jìng)爭(zhēng)和績(jī)效會(huì)產(chǎn)生正反兩方面的作用,一方面通過(guò)減弱下游業(yè)務(wù)運(yùn)營(yíng)商成本的沉沒(méi)性及其對(duì)于網(wǎng)絡(luò)基礎(chǔ)設(shè)施的控制能力,降低了行業(yè)的進(jìn)入壁壘,有效提高了行業(yè)的可競(jìng)爭(zhēng)性;另一方面,也造就了電信行業(yè)上游網(wǎng)絡(luò)基礎(chǔ)設(shè)施領(lǐng)域的壟斷格局,導(dǎo)致效率損失。規(guī)制機(jī)構(gòu)應(yīng)從投資主體多元化、引入上游環(huán)節(jié)競(jìng)爭(zhēng)等方面進(jìn)行規(guī)制。
[Abstract]:The reform of vertical structure is a hot spot in the regulation of telecommunication industry in recent years. The establishment of China Iron Tower Co., Ltd. symbolizes that the regulation of China's telecom industry has changed from horizontal separation to vertical separation. The home mode of network infrastructure resources has also taken place the fundamental change as a result. Vertical separation reform has both positive and negative effects on telecom competition and performance. On the one hand, it reduces the barriers to entry by reducing the sunk cost of downstream service operators and their ability to control the network infrastructure. On the other hand, it also brings up the monopoly pattern of the upstream network infrastructure in the telecommunication industry, resulting in the loss of efficiency. The regulatory institutions should regulate from the diversification of investment subjects and the introduction of upstream competition.
