基本公共服務(wù)均等化、義務(wù)教育均衡發(fā)展與公共政策優(yōu)化——我國(guó)義務(wù)教育政策變遷與路徑分析

【摘要】:義務(wù)教育是一項(xiàng)基本的公共服務(wù)。促進(jìn)基本公共服務(wù)均等化是政府應(yīng)當(dāng)履行的基本職責(zé)。義務(wù)教育的均衡發(fā)展不僅是實(shí)現(xiàn)教育公平的重要途徑,也是推進(jìn)基本公共服務(wù)均等化的內(nèi)在要求。改革開(kāi)放以來(lái),隨著基本公共服務(wù)均等化的不斷推進(jìn),義務(wù)教育政策經(jīng)歷了一個(gè)從偏向分殊化向注重均等化轉(zhuǎn)變的過(guò)程。義務(wù)教育也在日益向均衡發(fā)展的方向邁進(jìn),取得了顯著的成效。然而,義務(wù)教育基本公共服務(wù)不均等、發(fā)展不均衡的問(wèn)題仍然存在。義務(wù)教育基本公共服務(wù)的均等供給和均衡發(fā)展是義務(wù)教育政策的目標(biāo)指向,而義務(wù)教育基本公共服務(wù)供給不均等、發(fā)展不均衡雖然是多種因素綜合作用的結(jié)果,但主要反映了義務(wù)教育政策的缺失。這種缺失很大程度上在制度層面體現(xiàn)出來(lái),因而產(chǎn)生了整體性的影響。所以,要實(shí)現(xiàn)義務(wù)教育的均衡發(fā)展,就需要從制度層面不斷優(yōu)化教育政策,提升政策績(jī)效。
[Abstract]:Compulsory education is a basic public service. To promote the equalization of basic public services is the basic duty that the government should perform. The balanced development of compulsory education is not only an important way to realize educational fairness, but also the internal requirement of promoting the equalization of basic public services. Since the reform and opening up, with the continuous promotion of equalization of basic public services, the policy of compulsory education has undergone a process of transition from bias to equalization. Compulsory education is also moving towards the direction of balanced development, and has achieved remarkable results. However, the compulsory education basic public service is not equal, the development is not balanced the question still exists. The equal supply and balanced development of the basic public service of compulsory education is the goal of the compulsory education policy, and the imbalance of the supply of the basic public service of compulsory education is the result of the comprehensive action of many factors. But it mainly reflects the lack of compulsory education policy. To a large extent, this deficiency is reflected in the institutional level, and thus has a holistic impact. Therefore, in order to realize the balanced development of compulsory education, it is necessary to optimize the educational policy and improve the policy performance from the system level.
