【摘要】：文章試圖進(jìn)一步闡釋基于整體性視角建構(gòu)的中國(guó)國(guó)家治理的三元互動(dòng)結(jié)構(gòu),并指出"三元互動(dòng)結(jié)構(gòu)"中"一統(tǒng)體制與地方分治"、"多重目標(biāo)與行為選擇"以及"底線合作與激勵(lì)差異"的內(nèi)在核心邏輯。"三元互動(dòng)結(jié)構(gòu)"治理機(jī)制在現(xiàn)實(shí)中存在著深刻的治理困境,擺脫這一困境應(yīng)走向以善治為終極目標(biāo)的多元參與共治格局,通過新的三元主體間關(guān)系重構(gòu)國(guó)家治理中的互動(dòng)機(jī)制,引致治理績(jī)效與政權(quán)穩(wěn)定間兼顧的善治模式。
[Abstract]:This paper attempts to further explain the ternary interactive structure of China's national governance based on the holistic perspective. It also points out the inner core logic of "unified system and local division and control", "multi-goal and behavior choice" and "bottom-line cooperation and incentive difference" in the "ternary interaction structure". The governance mechanism of the ternary interactive structure has a profound governance dilemma in reality. To get rid of this dilemma, we should move towards the pattern of pluralistic participation and co-governance with good governance as the ultimate goal, and reconstruct the interactive mechanism in national governance through the new relationship between the three subjects. Good governance model that leads to the balance between governance performance and regime stability.
