【摘要】：在我國(guó)城市化的推進(jìn)過(guò)程中,社區(qū)自治不斷涌現(xiàn)新問(wèn)題,其中以城鄉(xiāng)結(jié)合部為代表的農(nóng)村社區(qū)向城市社區(qū)的轉(zhuǎn)化在社區(qū)自治中出現(xiàn)的新問(wèn)題尤為突出。這些問(wèn)題主要有社區(qū)自治體制運(yùn)行不暢,社區(qū)居民參與不足,行政干預(yù)過(guò)多等問(wèn)題等等。實(shí)現(xiàn)城鄉(xiāng)結(jié)合部社區(qū)的善治在我國(guó)城市化進(jìn)程中具有重要的理論與實(shí)際意義。本文以治理與善治理論,以及社會(huì)學(xué)組織理論和社會(huì)轉(zhuǎn)型理論等作為研究的理論基礎(chǔ),對(duì)揚(yáng)州經(jīng)濟(jì)開(kāi)發(fā)區(qū)城鄉(xiāng)結(jié)合部社區(qū)自治進(jìn)行了具體考察,首先從總體上探討了揚(yáng)州經(jīng)濟(jì)開(kāi)發(fā)區(qū)城市社區(qū)自治的背景和實(shí)踐績(jī)效,在梳理近年來(lái)前人相關(guān)研究成果的基礎(chǔ)上,通過(guò)文獻(xiàn)研究和深入訪(fǎng)談等形式,對(duì)揚(yáng)州經(jīng)濟(jì)開(kāi)發(fā)區(qū)城鄉(xiāng)結(jié)合部社區(qū)自治所面臨的新問(wèn)題、新矛盾展開(kāi)討論。城鄉(xiāng)結(jié)合部社區(qū)權(quán)力劃分存在的不確定因素,社區(qū)自治改革存在的系統(tǒng)性問(wèn)題、社區(qū)自治與政府行政權(quán)力之間的關(guān)系等問(wèn)題在揚(yáng)州經(jīng)濟(jì)開(kāi)發(fā)區(qū)城鄉(xiāng)結(jié)合部社區(qū)都有特殊的表現(xiàn)。為了解決這些問(wèn)題,本文針對(duì)揚(yáng)州經(jīng)濟(jì)開(kāi)發(fā)區(qū)城鄉(xiāng)結(jié)合部社區(qū)的具體特點(diǎn),在自治制度創(chuàng)新,發(fā)揮黨支部核心作用,居民素質(zhì)培養(yǎng)等方面進(jìn)行了探討,提出了對(duì)策和建議。在制度創(chuàng)新上,進(jìn)一步完善社區(qū)民主議事體制;在社區(qū)自治中,要明確社區(qū)黨支部的核心地位;在居民素質(zhì)培養(yǎng)上,要培育有利于居民素質(zhì)提高的社會(huì)環(huán)境,具體來(lái)講,要強(qiáng)化社區(qū)的認(rèn)同和歸屬意識(shí),建立擁有共同利益的社區(qū)整體意識(shí),提高居民的自我管理意識(shí),以及培育社會(huì)主義公民意識(shí)。
[Abstract]:In the process of urbanization in China, new problems are emerging in community autonomy, especially the new problems in the transformation of rural communities from urban and rural areas to urban communities in the community autonomy are particularly prominent. These problems are mainly problems such as poor operation of the community autonomy system, insufficient participation of the community residents, excessive administrative intervention, and so on. It has important theoretical and practical significance to realize the good governance of the urban and rural community in the process of urbanization in China. This paper, taking the theory of governance and good governance, the theory of sociological organization and the theory of social transformation as the theoretical basis, makes a concrete investigation on the community autonomy of the urban and rural areas of the Yangzhou Economic Development Zone, first of all The background and practical performance of urban community autonomy in Yangzhou economic development zone are discussed in body. On the basis of combing the relevant research results of previous studies in recent years, through literature research and in-depth interview, the new problems and new contradictions faced by the urban and rural community autonomy of Yangzhou economic development zone are discussed. The community power of the urban and rural combination department is also discussed.
