【摘要】：隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,各民族地區(qū)流域?qū)ι鷳B(tài)環(huán)境的依賴度愈來愈高,民族地區(qū)流域生態(tài)補(bǔ)償問題也成為業(yè)界爭(zhēng)議的熱門話題,而鳳凰沱江位于湖南省湘西土家族苗族自治州鳳凰縣境,著有“古城鳳凰的母親河”之稱,為鳳凰縣境最大的河流,以其獨(dú)特的旅游資源優(yōu)勢(shì),成為湖南省湘西鳳凰縣生態(tài)經(jīng)濟(jì)發(fā)展中心地帶,但由于掠奪式和粗放型的旅游開發(fā),導(dǎo)致生態(tài)環(huán)境遭受破壞,引發(fā)了生態(tài)環(huán)境問題,需要引入生態(tài)環(huán)境補(bǔ)償,進(jìn)而以其為代表探究鳳凰沱江流域生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)研究,具有重要意義。本文闡釋了民族地區(qū)流域生態(tài)補(bǔ)償機(jī)制概念,并梳理了公共物品理論、生態(tài)資本理論、環(huán)境經(jīng)濟(jì)學(xué)理論、流域生態(tài)補(bǔ)償博弈理論等理論基礎(chǔ),進(jìn)一步探究民族地區(qū)流域生態(tài)補(bǔ)償機(jī)理及評(píng)價(jià)方法,便于識(shí)別流域生態(tài)補(bǔ)償主體、客體、標(biāo)準(zhǔn)、方式與途徑,以及流域生態(tài)補(bǔ)償利益相關(guān)者,完善其生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)機(jī)制。其次,展開鳳凰沱江流域生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)指標(biāo)體系構(gòu)建,通過對(duì)流域生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)機(jī)制的初步分析,提煉評(píng)價(jià)指標(biāo),鳳凰沱江流域生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)指標(biāo)體系由1個(gè)目標(biāo)層、4個(gè)準(zhǔn)則層及12項(xiàng)指標(biāo)層組成,結(jié)合2011-2015年鳳凰沱江流域生態(tài)補(bǔ)償績(jī)效相關(guān)數(shù)據(jù)進(jìn)行綜合評(píng)價(jià)。結(jié)果表明,近五年來雖然鳳凰沱江流域生態(tài)環(huán)境惡劣,其生態(tài)補(bǔ)償績(jī)效不太理想,但伴隨時(shí)間的推移呈現(xiàn)顯著改善,這與我國(guó)實(shí)施民族地區(qū)流域生態(tài)補(bǔ)償發(fā)展?fàn)顟B(tài)一致,但仍然存在一些不足之處。最后,根據(jù)鳳凰沱江流域生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)分析結(jié)果,提出完善鳳凰沱江流域生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)機(jī)制的對(duì)策建議。主要體現(xiàn)在四點(diǎn):1)提供強(qiáng)有力的鳳凰沱江流域生態(tài)補(bǔ)償法制政策保障,不斷健全流域生態(tài)補(bǔ)償法律政策,健全流域生態(tài)補(bǔ)償相關(guān)利益者的責(zé)任制度,因地制宜地確定流域生態(tài)補(bǔ)償標(biāo)準(zhǔn);2)提升鳳凰沱江流域生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)機(jī)制的影響力,強(qiáng)化群眾對(duì)鳳凰沱江流域生態(tài)環(huán)保意識(shí),完善跨鄉(xiāng)鎮(zhèn)區(qū)域生態(tài)補(bǔ)償合作機(jī)制,統(tǒng)籌安排鳳凰沱江流域水質(zhì)考核處罰資金;3)構(gòu)建多層次鳳凰沱江流域生態(tài)補(bǔ)償財(cái)政保障,構(gòu)建多層次流域生態(tài)補(bǔ)償財(cái)政分擔(dān)體系,建立流域生態(tài)補(bǔ)償與生態(tài)保險(xiǎn)協(xié)調(diào)體系,引入創(chuàng)新的流域生態(tài)補(bǔ)償融資方式;4)科學(xué)制定鳳凰沱江流域生態(tài)補(bǔ)償評(píng)價(jià)機(jī)制可持續(xù)發(fā)展戰(zhàn)略,完善鳳凰沱江流域生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)機(jī)制持續(xù)發(fā)展統(tǒng)籌規(guī)劃,建立鳳凰沱江流域生態(tài)補(bǔ)償持續(xù)發(fā)展長(zhǎng)效機(jī)制,完善鳳凰沱江流域生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)監(jiān)督機(jī)制,進(jìn)而完善鳳凰沱江流域生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)機(jī)制。
[Abstract]:With the rapid development of economy in our country, the dependence of national watershed on ecological environment is becoming more and more high, and the problem of watershed ecological compensation in minority areas has become a hot topic in the industry.The Phoenix Tuojiang River is located in Fenghuang County, Xiangxi Tujia and Miao Autonomous Prefecture, Hunan Province, and is known as the "Mother River of the Ancient City of Phoenix." it is the largest river in the territory of Phoenix County, with its unique tourism resources advantage.It has become the center of ecological economy development in Fenghuang County, Hunan Province. However, because of predatory and extensive tourism development, the ecological environment has been destroyed, which has caused ecological environment problems, and ecological environment compensation needs to be introduced.It is of great significance to study the performance evaluation of ecological compensation in Phoenix Tuojiang River Basin.This paper explains the concept of watershed ecological compensation mechanism in minority areas, and combs the theoretical basis of public goods theory, ecological capital theory, environmental economics theory, basin ecological compensation game theory and so on.In order to identify the main body, object, standard, way and way of ecological compensation of watershed, and improve the performance evaluation mechanism of ecological compensation of watershed, the mechanism of ecological compensation in minority areas is further explored.Secondly, the performance evaluation index system of ecological compensation in Fenghuangtuo River basin is constructed, and the evaluation index is refined through the preliminary analysis of the performance evaluation mechanism of ecological compensation in the basin.The performance evaluation index system of ecological compensation in Fenghuang Tuojiang River Basin is composed of one target layer, four criterion layers and 12 index layers. Combined with the relevant data of ecological compensation performance of Fenghuangtuo River Basin from 2011-2015 to carry on the comprehensive evaluation.The results show that, although the ecological environment of the Fenghuangtuo River basin is bad and the performance of ecological compensation is not ideal in recent five years, the ecological compensation performance has improved significantly with the passage of time, which is consistent with the implementation of the development of ecological compensation in minority areas in China.However, there are still some shortcomings.Finally, according to the results of performance evaluation of ecological compensation in Fenghuangtuo River Basin, the countermeasures and suggestions for perfecting the performance evaluation mechanism of ecological compensation in Phoenix Tuojiang River Basin are put forward.Mainly reflected in 4: 1) providing a strong legal policy guarantee for ecological compensation in the Phoenix Tuojiang River basin, continuously improving the legal policy on ecological compensation in the basin, and perfecting the responsibility system of the stakeholders concerned in the ecological compensation of the river basin.To improve the influence of the performance evaluation mechanism of ecological compensation in Fenghuangtuo River basin, to strengthen the people's awareness of ecological environmental protection in Phoenix Tuojiang River basin, and to perfect the cooperation mechanism of cross-township regional ecological compensation.Overall arrangement of Phoenix Tuojiang River Basin Water quality Assessment and punishment Fund 3) Construction of multi-level Phoenix Tuojiang River basin ecological compensation financial guarantee, build multi-level watershed ecological compensation financial sharing system, establish basin ecological compensation and ecological insurance coordination system,Introducing innovative financing method of ecological compensation in river basin and making sustainable development strategy of ecological compensation evaluation mechanism of Phoenix Tuojiang River basin scientifically, perfecting the overall plan of sustainable development of performance evaluation mechanism of ecological compensation in Phoenix Tuojiang River basin.The long-term mechanism of sustainable development of ecological compensation in Fenghuangtuo River Basin is established, the performance evaluation and supervision mechanism of ecological compensation in Phoenix Tuojiang River Basin is perfected, and the performance evaluation mechanism of Ecological compensation in Fenghuangtuo River Basin is further improved.
