【摘要】：縣市級(jí)政府通過(guò)量化考核、績(jī)效排名與擇優(yōu)提拔這種政治錦標(biāo)賽式的激勵(lì)范式與政治生態(tài)控制著鄉(xiāng)鎮(zhèn)政府�？h市級(jí)政府對(duì)鄉(xiāng)鎮(zhèn)政府的控制權(quán)主要表現(xiàn)為考核的目標(biāo)設(shè)置權(quán)、績(jī)效排名、評(píng)優(yōu)相對(duì)應(yīng)的政治激勵(lì)權(quán),鄉(xiāng)鎮(zhèn)政府應(yīng)對(duì)績(jī)效考核主要表現(xiàn)為四種博弈方式,分別是強(qiáng)控制高壓力下維穩(wěn)類(lèi)指標(biāo)的嚴(yán)格執(zhí)行模式、強(qiáng)控制高壓力下經(jīng)濟(jì)生態(tài)類(lèi)指標(biāo)的共謀模式、弱控制低壓力下精神文明建設(shè)類(lèi)指標(biāo)的常規(guī)執(zhí)行模式、弱控制低壓力下創(chuàng)新類(lèi)指標(biāo)的靈活執(zhí)行模式。通過(guò)兩案例比較研究發(fā)現(xiàn),強(qiáng)控制高壓力下嚴(yán)格執(zhí)行與共謀執(zhí)行模式存在暗箱操作、非常規(guī)性侵害民眾利益的行為。文章進(jìn)一步揭示了鄉(xiāng)鎮(zhèn)政府績(jī)效考核控制與博弈雖然讓鄉(xiāng)鎮(zhèn)政府與上級(jí)政府在與績(jī)效考核相掛鉤的評(píng)獎(jiǎng)評(píng)優(yōu)、政治晉升的政治交易中實(shí)現(xiàn)了基層政權(quán)穩(wěn)定,但是功利性的目標(biāo)導(dǎo)向卻給鄉(xiāng)鎮(zhèn)政府與縣市級(jí)政府進(jìn)行變通、共謀提供了空間,導(dǎo)致了鄉(xiāng)鎮(zhèn)政府績(jī)效考核制度的價(jià)值偏離分配正義,更深層次上導(dǎo)致了政府與民眾民主話語(yǔ)平臺(tái)的斷裂,由此提出治理現(xiàn)代化需求下鄉(xiāng)鎮(zhèn)政府績(jī)效考核變革路徑。
[Abstract]:The county and city governments control the township government through quantitative evaluation, performance ranking and promotion. This kind of political championship incentive paradigm and political ecology control the township government.The control rights of county and city governments over township governments are mainly shown as the target setting right of assessment, the performance ranking, the political incentive right corresponding to the evaluation, and the four game ways for township governments to deal with the performance appraisal.It is the strict execution mode of the stability index under the strong control of high pressure, the collusion mode of the economic ecological index under the strong control, the conventional execution mode of the spiritual civilization construction index under the weak control low pressure.The flexible execution mode of innovation index under weak control and low pressure.Through the comparative study of two cases, it is found that strict execution and collusion execution mode under strong control and high pressure exist in black box operation and unconventional behavior against the interests of the public.The article further reveals that the control and game of township government performance appraisal and game, although the township government and the higher level government in the performance appraisal linked to the award evaluation, the political transaction of political promotion to achieve grass-roots political stability.However, the utilitarian goal orientation gives the township government and the county government the space for collusion, which leads to the deviation of the value of the performance appraisal system of the township government from the distribution justice.It leads to the breakage of the democratic discourse platform between the government and the people, and puts forward the reform path of the township government performance appraisal under the demand of governance modernization.
