【摘要】：產(chǎn)業(yè)政策是市場(chǎng)經(jīng)濟(jì)國(guó)家普遍采用的一種公共調(diào)節(jié)政策,產(chǎn)業(yè)政策有效性評(píng)價(jià)是檢驗(yàn)政策實(shí)施效果的基本途徑。在合理構(gòu)建制造業(yè)產(chǎn)業(yè)政策績(jī)效評(píng)價(jià)指標(biāo)體系的基礎(chǔ)上,運(yùn)用灰色關(guān)聯(lián)神經(jīng)網(wǎng)絡(luò)智能算法對(duì)2005-2014年各指標(biāo)數(shù)據(jù)進(jìn)行預(yù)測(cè),再利用差值對(duì)比法對(duì)2005-2014年中國(guó)制造業(yè)產(chǎn)業(yè)政策作用效力進(jìn)行綜合評(píng)價(jià)。分別從產(chǎn)業(yè)結(jié)構(gòu)、組織、科技、布局角度實(shí)證分析了制造業(yè)在轉(zhuǎn)型升級(jí)過程中產(chǎn)業(yè)政策實(shí)施績(jī)效水平及其演進(jìn)階段性特征,可為今后制定合理的制造業(yè)產(chǎn)業(yè)政策提供科學(xué)的理論依據(jù)。
[Abstract]:Industrial policy is a kind of public regulation policy which is widely adopted in market economy countries. The evaluation of industrial policy effectiveness is the basic way to test the effect of policy implementation.On the basis of rationally constructing the index system of industrial policy performance evaluation of manufacturing industry, this paper uses the intelligent algorithm of grey correlation neural network to predict the index data from 2005 to 2014.Then the effect of China's manufacturing industry policy from 2005 to 2014 is evaluated comprehensively by using the difference comparison method.From the perspective of industrial structure, organization, science and technology and layout, this paper empirically analyzes the performance level of industrial policy implementation and its evolution stages in the process of transformation and upgrading of manufacturing industry.It can provide scientific theoretical basis for formulating reasonable manufacturing industry policy in the future.
