【摘要】：自改革開放以來,中國經(jīng)濟(jì)步上了前所未有的快速發(fā)展道路,隨著城市化進(jìn)程日益加深,城市區(qū)域逐步成為我國實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展和實(shí)現(xiàn)社會(huì)穩(wěn)定的重要前提,在經(jīng)濟(jì)發(fā)展和社會(huì)進(jìn)步中發(fā)揮著越來越重要的作用。當(dāng)前中國正處于經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型之中,各種不穩(wěn)定因素日益積聚,無論是從頻度還是從規(guī)模角度來看,城市區(qū)域已經(jīng)成為突發(fā)公共事件的高發(fā)地,公共安全正面臨著極大的威脅和挑戰(zhàn),成為各級(jí)別、各區(qū)域政府及相關(guān)部門都面臨的高難度議題。建立行之有效的應(yīng)急管理機(jī)制,已經(jīng)成為考核當(dāng)?shù)卣ぷ骺冃У闹匾笜?biāo)。本文依照文獻(xiàn)梳理、提出問題、案例分析、得出對策建議的研究思路,從理論和案例兩個(gè)方面對突發(fā)公共事件應(yīng)急聯(lián)動(dòng)管理進(jìn)行了分析與研究。理論部分,分別梳理了國內(nèi)外有關(guān)突發(fā)公共事件應(yīng)急管理的內(nèi)容,并基于與其緊密相關(guān)的危機(jī)管理理論、公共治理理論,對突發(fā)公共事件、應(yīng)急聯(lián)動(dòng)定義進(jìn)行了界定。案例部分,以上海市閔行區(qū)應(yīng)急聯(lián)動(dòng)管理為研究對象。首先從產(chǎn)生背景、建設(shè)現(xiàn)狀兩方面闡述閔行區(qū)應(yīng)急聯(lián)動(dòng)管理的概況,然后以閔行區(qū)處置H7N9禽流感、液化天然氣槽罐車側(cè)翻、亞硝酸鹽食物中毒三件突發(fā)公共事件作為個(gè)案,重點(diǎn)闡述閔行區(qū)在應(yīng)對具體突發(fā)公共事件時(shí)的流程和經(jīng)驗(yàn)啟示。另外,還分析了閔行區(qū)應(yīng)急聯(lián)動(dòng)管理中存在的問題,主要包括職能部門缺乏積極性、信息資源共享應(yīng)用不暢、人員隊(duì)伍及業(yè)務(wù)培訓(xùn)不足、考核監(jiān)督機(jī)制存有漏洞四方面。最后,分析了以上問題的深層次原因,主要有政府管理體質(zhì)制約因素、立法保障機(jī)制不健全、突發(fā)公共事件教育滯后三方面。通過以上分析與研究,本文得出如下結(jié)論:對突發(fā)公共事件應(yīng)急管理水平是衡量政府執(zhí)政能力的指標(biāo)之一,城市區(qū)域安全是國家安全的重要組成部分,加強(qiáng)對突發(fā)公共事件應(yīng)急管理的研究對維護(hù)政治穩(wěn)定與促進(jìn)經(jīng)濟(jì)發(fā)展具有越來越重要的實(shí)踐意義與社會(huì)價(jià)值。并根據(jù)這一結(jié)論,本文提出了完善突發(fā)公共事件應(yīng)急聯(lián)動(dòng)管理的對策與建議:完善突發(fā)公共事件應(yīng)急管理協(xié)調(diào)機(jī)制;拓展以技術(shù)為支撐的應(yīng)急管理服務(wù)能力;加強(qiáng)突發(fā)公共事件應(yīng)急管理隊(duì)伍建設(shè);建立健全應(yīng)急管理責(zé)任與監(jiān)督機(jī)制。
[Abstract]:Since the reform and opening up, China's economy has been on the road of unprecedented rapid development. With the deepening of the urbanization process, urban areas have gradually become an important prerequisite for the realization of sustainable economic development and social stability in China. At present, China is in the process of economic structural transformation, and all kinds of unstable factors are accumulating day by day, both in terms of frequency and scale. Urban areas have become a high incidence of public emergencies, public safety is facing great threats and challenges, become a high level of regional governments and related departments are facing a high degree of difficulty. Establish an effective emergency management mechanism, Has become an important indicator to assess the performance of the local government. According to the literature review, put forward problems, case analysis, the research ideas of countermeasures and suggestions, This paper analyzes and studies the emergency management of public emergencies from the aspects of theory and case. In the theoretical part, it combs the contents of emergency management of public emergencies at home and abroad. Based on the crisis management theory and public governance theory, the definition of emergency public event and emergency linkage is defined. In the case section, the emergency linkage management in Minhang District of Shanghai is taken as the research object. This paper expounds the general situation of emergency linkage management in Minhang District from two aspects of construction status, and then takes three unexpected public events, such as handling H7N9 avian flu, turning over liquefied natural gas tank cars, and food poisoning of nitrite, as cases. In addition, the paper analyzes the problems existing in the emergency linkage management of Minhang District, including the lack of enthusiasm of the functional departments, the lack of application of information resources, and the lack of application of information resources. The personnel and business training is insufficient, and there are four aspects of loopholes in the examination and supervision mechanism. Finally, the deep reasons for the above problems are analyzed, including the factors of government management constitution restriction, the imperfect legislative guarantee mechanism. Through the above analysis and research, this paper draws the following conclusions: the level of emergency management of public emergencies is one of the indicators to measure the ability of the government to govern. Urban regional security is an important part of national security. Strengthening the research on emergency management of public emergencies has more and more important practical significance and social value for maintaining political stability and promoting economic development. This paper puts forward the countermeasures and suggestions to improve the emergency management of public emergencies: to perfect the coordination mechanism of emergency management, to expand the service capacity of emergency management supported by technology, to improve the coordination mechanism of emergency management of public emergencies, and to expand the ability of emergency management services supported by technology. Strengthen the construction of emergency management team and establish and improve the mechanism of emergency management responsibility and supervision.
