【摘要】：隨著新型城鎮(zhèn)化的推進(jìn),國(guó)內(nèi)推廣應(yīng)用公私合營(yíng)(PPP)模式的熱情高漲,然而PPP模式特殊的組織結(jié)構(gòu)和項(xiàng)目本身的特殊性、PPP項(xiàng)目風(fēng)險(xiǎn)因素的繁雜多變性以及PPP項(xiàng)目所處環(huán)境的動(dòng)態(tài)性決定了風(fēng)險(xiǎn)不可避免地存在于項(xiàng)目全生命周期內(nèi)。因此,PPP項(xiàng)目的風(fēng)險(xiǎn)評(píng)價(jià)與風(fēng)險(xiǎn)分擔(dān)在基礎(chǔ)設(shè)施PPP項(xiàng)目過(guò)程中對(duì)目標(biāo)和績(jī)效的實(shí)現(xiàn)至關(guān)重要,那么在整個(gè)項(xiàng)目生命周期中如何進(jìn)行風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)評(píng)價(jià),如何分擔(dān)政府部門(mén)、私人部門(mén)、運(yùn)營(yíng)方等各主體之間的風(fēng)險(xiǎn)責(zé)任,是目前政府、金融機(jī)構(gòu)等關(guān)注的焦點(diǎn)問(wèn)題。本文在問(wèn)卷調(diào)查的基礎(chǔ)上,結(jié)合城市水環(huán)境基礎(chǔ)設(shè)施的特點(diǎn)設(shè)計(jì)PPP項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系,采用模糊層次分析法構(gòu)建了基礎(chǔ)設(shè)施的風(fēng)險(xiǎn)評(píng)價(jià)模型,并以西安經(jīng)開(kāi)草灘污水處理廠項(xiàng)目為例構(gòu)建了7個(gè)一級(jí)風(fēng)險(xiǎn)因素指標(biāo)和36個(gè)二級(jí)風(fēng)險(xiǎn)因素指標(biāo)評(píng)價(jià)體系,最后通過(guò)算例分析求得了該項(xiàng)目風(fēng)險(xiǎn)水平的得分,結(jié)果表明西安經(jīng)開(kāi)草灘污水處理廠項(xiàng)目的風(fēng)險(xiǎn)水平為中等偏上;同時(shí)驗(yàn)證了風(fēng)險(xiǎn)評(píng)價(jià)模型較強(qiáng)的應(yīng)用性,為PPP項(xiàng)目的風(fēng)險(xiǎn)決策和管理提供了準(zhǔn)確的參考依據(jù)。
[Abstract]:With the development of new urbanization, the enthusiasm of popularizing and applying PPPmodel in China is rising. However, the special organizational structure of the PPP model and the particularity of the project itself make the risk factors of the PPP project complex and changeable, and the dynamic nature of the environment in which the PPP project is located, which determines that the risk inevitably exists in the whole life cycle of the project. The risk assessment and risk sharing of this PPP project is very important to the achievement of objectives and performance in the process of infrastructure PPP project. Well, how to carry out risk identification and risk assessment throughout the life cycle of the project, and how to share the risk responsibility among government departments, the private sector, operators and so on, is the current government. Based on the questionnaire survey and the characteristics of urban water environment infrastructure, this paper designs the risk evaluation index system of PPP project, and constructs the risk evaluation model of infrastructure by using fuzzy analytic hierarchy process (FAHP). Taking the project of Xi'an Jingcaotan sewage treatment Plant as an example, the evaluation system of 7 first-grade risk factor indexes and 36 second-level risk factor indexes is constructed. Finally, the score of the project risk level is obtained by the example analysis. The results show that the risk level of Xi'an Jingcaotan sewage treatment Plant project is moderate and the application of risk assessment model is strong, which provides an accurate reference for the risk decision and management of PPP project.
