精神激勵(lì)在江蘇國(guó)稅系統(tǒng)人力資源管理中的運(yùn)用研究

【摘要】:自2014年11月以來(lái),江蘇國(guó)稅系統(tǒng)全面推進(jìn)了“數(shù)字人事”管理與績(jī)效考評(píng),在人事管理體系建設(shè)與激勵(lì)機(jī)制完善方面取得了長(zhǎng)足的進(jìn)展,得到了干部職工的普遍支持。與此同時(shí),雖然基礎(chǔ)薪資規(guī)模逐步提升,薪酬體系的精細(xì)化管理也日益健全,但江蘇國(guó)稅在稅務(wù)從業(yè)人員精神激勵(lì)方式的選擇與配置方面依然存在著很多難題。針對(duì)上述江蘇國(guó)稅系統(tǒng)在精神激勵(lì)機(jī)制方面存在的問(wèn)題,在參照精神激勵(lì)相關(guān)成果的基礎(chǔ)上,本文通過(guò)問(wèn)卷調(diào)查和定性研究相結(jié)合的方法,從激勵(lì)途徑、激勵(lì)約束、激勵(lì)系統(tǒng)性與激勵(lì)機(jī)制設(shè)計(jì)等方面,分析了江蘇國(guó)稅系統(tǒng)精神激勵(lì)的現(xiàn)狀和問(wèn)題。針對(duì)有助于改變目前精神激勵(lì)滿(mǎn)意度較低現(xiàn)狀的重點(diǎn)問(wèn)題,本文得出如下結(jié)論:第一,在職務(wù)晉升制度化,晉升過(guò)程透明化的基礎(chǔ)上,從拓寬晉升渠道及空間、建立崗位流動(dòng)機(jī)制、擴(kuò)大干部職工出口、完善職業(yè)生涯規(guī)劃、加大青年干部培育力度、構(gòu)筑豐富科學(xué)的學(xué)習(xí)培訓(xùn)體系等幾個(gè)方面提出了職務(wù)晉升激勵(lì)的完善對(duì)策。第二,為使精神激勵(lì)關(guān)注以及標(biāo)榜的價(jià)值能夠得到參與評(píng)價(jià)成員的認(rèn)可與贊許,努力構(gòu)筑價(jià)值創(chuàng)造與價(jià)值認(rèn)可的正向循環(huán)流程,從領(lǐng)導(dǎo)與公平競(jìng)爭(zhēng)激勵(lì)、考核與溝通激勵(lì)、責(zé)任與聲譽(yù)激勵(lì)等幾個(gè)方面提出了橫向交流激勵(lì)的完善對(duì)策。第三,為發(fā)揮超出崗位職責(zé)限定以外的責(zé)任和能力,促進(jìn)形成良性的競(jìng)爭(zhēng)參與意識(shí),從提供完善的決策參與制度保障、實(shí)現(xiàn)有效授權(quán)及管理、創(chuàng)造更多決策參與機(jī)會(huì)等幾個(gè)方面提出了決策參與激勵(lì)的完善對(duì)策。第四,在實(shí)施精神激勵(lì)措施的過(guò)程中,為均衡人際關(guān)系帶來(lái)的隱性信息干擾,從做好溝通認(rèn)可激勵(lì)管理、優(yōu)化人文關(guān)懷激勵(lì)活動(dòng)、塑造團(tuán)隊(duì)文化與家文化激勵(lì)氛圍等幾個(gè)方面提出了人際情感激勵(lì)的完善對(duì)策。本研究提出的有助于完善江蘇國(guó)稅系統(tǒng)精神激勵(lì)機(jī)制的系列方法和措施,有利于豐富我國(guó)的行政管理理論和人力資源管理理論,對(duì)拓寬公務(wù)員管理的研究范圍有著積極意義,能夠?yàn)樨S富精神激勵(lì)理論研究和指導(dǎo)相關(guān)類(lèi)型企事業(yè)單位的精神激勵(lì)實(shí)踐提供一定參考價(jià)值。
[Abstract]:Since November 2014, Jiangsu tax system and comprehensively promote the "digital personnel management and performance evaluation, personnel management system construction and perfect incentive mechanism has made considerable progress, received widespread support of the cadres and workers. At the same time, although the base salary scale gradually, fine management of salary system is increasingly perfect, but in the spirit of Jiangsu tax incentives tax personnel selection and configuration still exist many problems. In view of the above Jiangsu tax system incentive mechanism in terms of mental problems, based on reference spirit incentive related achievements, through the combined method of questionnaire survey and qualitative research, from the incentive way, incentive and restraint, the incentive system and incentive mechanism design, analyzed the current situation and problems of Jiangsu tax system. According to the spirit of incentive helps to change. Key issues before the spiritual incentive lower satisfaction with the status quo, this paper draws the following conclusions: first, in the promotion system, the promotion process transparent basis, broaden the channel of promotion and from space, establish job flow mechanism, expand the export of cadres and workers, improve the occupation career planning, to increase efforts to foster young cadres, put forward to perfect countermeasures of promotion incentive to build several rich scientific training system. Second, to make spirit encourage attention and flaunt value can get recognition and praise the members to participate in the evaluation, and strive to build a value creation and recognition of the positive cycle, the incentive from leadership and fair competition, evaluation and communication motivation, put forward to perfect in transverse AC excitation of several aspects of responsibility and reputation incentives. Third, to play beyond the responsibilities defined outside the responsibility and ability, promote the formation of The awareness of healthy competition from participation, provide perfect decision-making system to achieve effective security, authorization and management, create more opportunities to participate in decision-making and other aspects put forward countermeasures to improve the incentive to participate in decision-making. Fourth, in the implementation of the spirit of incentive measures, implicit information interference balanced interpersonal relationship, good communication and incentive management from recognition, optimization of humanistic care incentive activities, puts forward the countermeasures to perfect the interpersonal emotion motivation shaping several team culture and family culture incentive atmosphere. This paper contributes to a series of methods and measures to improve Jiangsu's tax system of spiritual incentive mechanism, is conducive to enrich our country's administrative theory and human resource management theory there is a positive significance to broaden the research scope of the management of the civil service, to encourage theoretical research and guidance to the relevant types of enterprises and institutions for the rich spirit The practice of spiritual motivation provides a certain reference value.
