【摘要】：城鎮(zhèn)化的核心在于促進(jìn)城鄉(xiāng)一體化發(fā)展,逐步實(shí)現(xiàn)生產(chǎn)要素在城鄉(xiāng)之間雙向自由流動(dòng)和平等交換。這就要求政府加快職能轉(zhuǎn)變,消除生產(chǎn)要素在城鄉(xiāng)之間自由流動(dòng)的制度障礙。檢驗(yàn)了中國(guó)城鄉(xiāng)間生產(chǎn)要素的績(jī)效差異,分析阻礙生產(chǎn)要素自由流動(dòng)、擴(kuò)大生產(chǎn)要素績(jī)效差異的消極因素,并提出加快政府職能轉(zhuǎn)變,消除相應(yīng)的制度阻礙,以促進(jìn)城鎮(zhèn)化健康發(fā)展。
[Abstract]:The core of urbanization is to promote the development of urban-rural integration and gradually realize the two-way free flow and equal exchange of production factors between urban and rural areas. By eliminating the institutional barriers to the free movement of production factors between urban and rural areas, this paper examines the differences in the performance of factors of production between urban and rural areas in China, analyzes the negative factors that hinder the free flow of factors of production and enlarge the differences in the performance of factors of production. It also proposes to speed up the transformation of government functions and eliminate the corresponding institutional obstacles in order to promote the healthy development of urbanization.
