R城煙草員工考核評價體系構建研究

【摘要】:經(jīng)濟全球化給企業(yè)帶來了激烈的市場競爭,為了培養(yǎng)企業(yè)的核心競爭力,績效管理成為了企業(yè)提升管理質(zhì)量,樹立競爭優(yōu)勢的重要手段之一。煙草商業(yè)企業(yè)是在煙草專賣法保護下對煙草制品實行專賣專營的特殊企業(yè),采取“統(tǒng)一領導、垂直管理、專賣專營”的管理體制,作為我國為數(shù)不多的政企合一的典型代表,煙草專賣局和煙草公司實行著“兩塊牌子、一套人馬”。由于受到長期壟斷經(jīng)營和傳統(tǒng)國企落后體制的影響,煙草商業(yè)企業(yè)的管理與現(xiàn)代企業(yè)管理之間還存在著顯著的差距,尤其是其績效管理簡單、粗糙、落后,甚至部分企業(yè)缺乏完整有效的績效考核體系。因此,研究制定一套符合自身實際、服務改革發(fā)展的現(xiàn)代績效管理體系,是煙草商業(yè)企業(yè)轉(zhuǎn)變發(fā)展方式、深化體制改革、完善運行機制,實現(xiàn)傳統(tǒng)管理向現(xiàn)代管理轉(zhuǎn)變的必然要求。本文在績效考核理論研究成果基礎上,梳理分析了我國西南地區(qū)煙草商業(yè)企業(yè)——R城煙草專賣局(公司)(以下簡稱R城煙草)績效考核現(xiàn)狀,從中找出了其存在的問題,將目標管理法和關鍵績效指標法進行融合,同時結合360度測評法,構建了一套相對科學的、符合R城煙草實際的員工考核評價體系,為R城煙草全面提升管理水平,釋放現(xiàn)代企業(yè)管理帶來的效益紅利,最終實現(xiàn)轉(zhuǎn)型升級發(fā)展提供了堅實保障。
[Abstract]:Economic globalization has brought fierce market competition to enterprises. In order to cultivate the core competitiveness of enterprises, performance management has become an enterprise to improve the quality of management. Tobacco commercial enterprises are special enterprises that monopolize tobacco products under the protection of tobacco monopoly law, and adopt the management system of "unified leadership, vertical management, monopoly". As a typical representative of the integration of government and enterprises in our country, the Tobacco Monopoly Bureau and the tobacco companies are carrying out "two brands, one set of people and horses". Because of the influence of long-term monopoly management and the backward system of traditional state-owned enterprises, There is still a significant gap between the management of tobacco commercial enterprises and modern enterprise management, especially its performance management is simple, rough, backward, and even some enterprises lack a complete and effective performance appraisal system. The research and formulation of a modern performance management system, which is in line with its own reality and the development of service reform, is to transform the development mode of tobacco commercial enterprises, deepen the system reform, and improve the operation mechanism. On the basis of the achievements of the theory of performance appraisal, this paper, based on the research results of the performance appraisal theory, is required to realize the transformation from traditional management to modern management. This paper analyzes the present situation of R City Tobacco Monopoly Bureau (Company) in Southwest China, finds out the existing problems, and combines the target management method with the key performance index method. At the same time, combined with 360 degree evaluation method, a set of relatively scientific appraisal and evaluation system of employees in accordance with the actual situation of R City Tobacco is constructed, which can improve the management level of R City Tobacco in an all-round way and release the benefits and dividends brought by modern enterprise management. The ultimate realization of transformation and upgrading development provided a solid guarantee.
