【摘要】：當(dāng)電子政務(wù)的發(fā)展進入更高階的智慧政府階段,信息技術(shù)的革新與權(quán)力結(jié)構(gòu)的調(diào)適是否適配決定了最終的治理績效。浙江省"四張清單一張網(wǎng)"改革將簡政放權(quán)與政務(wù)服務(wù)網(wǎng)建設(shè)深度融合的實踐證明,信息技術(shù)與權(quán)力結(jié)構(gòu)是不斷互相構(gòu)建的互動關(guān)系。在我國現(xiàn)有的政治生態(tài)下,智慧政府建設(shè)應(yīng)當(dāng)首先在價值層面形成服務(wù)導(dǎo)向的共識;在組織層面以信息技術(shù)的發(fā)展為政府權(quán)力邊界和縱橫結(jié)構(gòu)的調(diào)整提供動力和可持續(xù)的約束力,而權(quán)力結(jié)構(gòu)及時轉(zhuǎn)變?yōu)閰f(xié)同網(wǎng)絡(luò)結(jié)構(gòu),能夠為數(shù)據(jù)整合與共享掃清障礙,使信息技術(shù)對于治理績效的正效應(yīng)得以充分釋放;在行為層面,技術(shù)升級和權(quán)力結(jié)構(gòu)調(diào)整的目的是讓數(shù)據(jù)在決策、執(zhí)行、監(jiān)督等各個環(huán)節(jié)發(fā)揮基礎(chǔ)性作用,從而確保治理行為的民意導(dǎo)向、法治導(dǎo)向和績效導(dǎo)向。
[Abstract]:As the development of e-government enters a higher level of intelligent government, Whether the innovation of information technology and the adjustment of power structure determine the final governance performance. Information technology and power structure are the interactive relations between each other. Under the current political environment of our country, the construction of intelligent government should first form a service-oriented consensus at the value level; At the organizational level, the development of information technology can provide impetus and sustainable binding force for the adjustment of government power boundary and vertical and horizontal structure, and the power structure can be transformed into a synergistic network structure in a timely manner, which can clear the way for data integration and sharing. The positive effects of information technology on governance performance can be fully released; at the behavioral level, technology upgrading and power structure adjustment are aimed at enabling data to play a fundamental role in decision-making, implementation, supervision, etc. So as to ensure the governance of public opinion-oriented, rule-by-law and performance-oriented.
