【摘要】：西方民主對政治與行政做了傳統(tǒng)上的區(qū)分。英國于1854年通過了《諾斯科特-杜威廉報告》(Northcote-Trevelyan Report),該報告提倡構(gòu)建一種基于績效的行政部門,使之免受裙帶關(guān)系和黨派之爭的影響。澳大利亞即依此例。美國的民主傳統(tǒng)中政治與行政二者的界定則不那么涇渭分明,但伍德羅·威爾遜所倡導(dǎo)的從政治過程中分割出來的行政專業(yè)化仍具有重要意義。在任何情況下,政治與行政總是針鋒相對。因為行政必須隨著民主進(jìn)程的變化而變動,與此同時,政客的政策必須同樣得到公平、妥善且高效的執(zhí)行。中國的政治與行政尚未分離,所有的政府部門都接受黨的領(lǐng)導(dǎo)。然而,中國政府行政的專業(yè)性可從其值得嘉獎的官僚系統(tǒng)的長久歷史中得以力證——執(zhí)政黨的每一決定都基于民眾的利益,政策制定的過程也更透明。過去的40年里,澳大利亞的民主發(fā)展對政治與行政之間的互動有著重要影響,但問題依然存在。雖然中國的制度安排與澳大利亞差異巨大,但面臨的問題是類似的,即確保政府行政公正(高效、有效且妥善),并且契合于中央政府、省級和地方政府對公共利益的闡釋。
[Abstract]:Western democracy has traditionally drawn a distinction between politics and administration. In 1854, Britain adopted the Northcote-Trevelyan report, which advocates the building of a performance-based administration. Protect it from nepotism and partisanship. In Australia, for example, the definition of politics and administration in the American democratic tradition is not so clear. But the specialization of administration that Woodrow Wilson advocated from the political process is still important. In any case, politics and administration are always tit-for-tat, because administration has to change as democratic processes change. At the same time, the policies of politicians must be carried out in a fair, proper and efficient manner. China's politics and administration are not yet separate, and all government departments are under the leadership of the Party. The professionalism of the Chinese government's administration can be borne out by the long history of its laudable bureaucracy-every decision of the ruling party is based on the interests of the people and the process of policy making is more transparent. Over the past 40 years, Australia's democratic development has an important impact on the interaction between politics and administration, but problems remain. Although China's institutional arrangements differ greatly from Australia's, the problems are similar. That is to ensure that the government administration is fair (efficient, effective and appropriate), and in line with the central government, provincial and local governments to explain the public interest.
