【摘要】：十八屆三中全會(huì)明確指出,要“全面推進(jìn)醫(yī)療衛(wèi)生行業(yè)體制改革”,目前,在縣級(jí)公辦醫(yī)院與城區(qū)公辦醫(yī)院改革方面,已達(dá)成了統(tǒng)一改革目標(biāo)�？傮w來(lái)說(shuō),公立醫(yī)院改革主要包括縣級(jí)公辦醫(yī)院和城市公辦醫(yī)院改革兩個(gè)方面。衛(wèi)生部副部長(zhǎng)梁萬(wàn)年指出,2015年我國(guó)要將所有縣級(jí)公辦醫(yī)院納入到改革體系當(dāng)中,“這是當(dāng)前醫(yī)療體制改革重點(diǎn)工作”。在這種背景下,漳州市公立醫(yī)院醫(yī)生個(gè)人利益必然會(huì)受到影響,如何保持對(duì)其有效激勵(lì)十分值得我們研究�；谘芯空闹菔泄⑨t(yī)院醫(yī)生激勵(lì)問(wèn)題的目標(biāo),本文首先闡述醫(yī)生激勵(lì)的研究綜述與激勵(lì)理論的內(nèi)涵;其次分析漳州市公立醫(yī)院醫(yī)生激勵(lì)現(xiàn)狀,進(jìn)而剖析漳州市公立醫(yī)院醫(yī)生激勵(lì)存在問(wèn)題與原因;在此基礎(chǔ)上,借鑒國(guó)內(nèi)外醫(yī)院醫(yī)生激勵(lì)經(jīng)驗(yàn)。最后,提出完善漳州市公立醫(yī)院醫(yī)生激勵(lì)的對(duì)策,主要包括:構(gòu)建“以技養(yǎng)醫(yī)”薪酬體系、改革職務(wù)晉升制度、開(kāi)展規(guī)范化教育培訓(xùn)、完善績(jī)效考核體系、深化醫(yī)院人事制度改革。本文從公立醫(yī)院改革出發(fā),探討漳州市公立醫(yī)院醫(yī)生激勵(lì)問(wèn)題,為提高醫(yī)生激勵(lì)效果和作用提供建議,希望為公立醫(yī)院醫(yī)生的管理提供一定的借鑒意義,不僅可以保障和維護(hù)醫(yī)生合法權(quán)益,還可以提高醫(yī)院人力資源利用效率,進(jìn)一步提高社會(huì)醫(yī)療衛(wèi)生服務(wù)水平。
[Abstract]:In the third Plenary Session of the 18th CPC Central Committee clearly pointed out that "to comprehensively promote the healthcare system reform", at present, in the reform of the county public hospital and city public hospital, has reached a unified goal of reform. In general, the public hospital reform mainly includes two aspects: the county public hospital and city public hospital reform. The Deputy Health Minister Liang Wannian pointed out that in 2015 in order to all county public hospital reform into the system, "this is the current medical system reform priorities. In this context, Zhangzhou city public hospital doctors personal interests will be affected, how to maintain the effective incentive is very worthy of our study. The research of Zhangzhou city public hospital doctors incentive problem based on the target this paper expounds the connotation of the doctor incentive research review and incentive theory; secondly, analysis of Zhangzhou city public hospital doctors incentive now The shape, and then analyze the doctors in public hospitals of Zhangzhou City incentive problems and causes; on this basis, from the domestic and foreign doctors hospital incentive experience. Finally, put forward the countermeasure, improve the doctors in public hospitals of Zhangzhou City incentives including: Construction of "medical care" salary system, promotion system reform, carry out standardized training. Improve the performance appraisal system, deepen the reform of the personnel system reform of public hospitals. The hospital of doctor of public hospital in Zhangzhou city to provide suggestions for improving the incentive problems, and the effect of the doctor incentive effect, hope for doctors in public hospitals management provide a reference, can not only protect and safeguard the legitimate rights and interests of the doctor, but also can improve the hospital the human resource utilization efficiency, to further improve the service level of public health.
