【摘要】：我國(guó)電信業(yè)作為一個(gè)被政府嚴(yán)格規(guī)制的行業(yè),政府的規(guī)制政策在很大程度上決定了我國(guó)電信業(yè)的市場(chǎng)結(jié)構(gòu)。自1994年開始,政府先后對(duì)電信業(yè)實(shí)施了多項(xiàng)改革措施,包括直接對(duì)電信業(yè)的市場(chǎng)結(jié)構(gòu)調(diào)整以及對(duì)電信運(yùn)營(yíng)商行為的規(guī)制等,使得我國(guó)電信業(yè)的市場(chǎng)結(jié)構(gòu)從最初的完全壟斷發(fā)展為至今的三寡頭壟斷。但是,究竟政府規(guī)制對(duì)我國(guó)電信業(yè)市場(chǎng)績(jī)效和市場(chǎng)結(jié)構(gòu)產(chǎn)生何種影響,我國(guó)政府該采取什么樣的政策才能使得電信業(yè)持續(xù)健康發(fā)展,大多數(shù)學(xué)者僅僅是出于其中的一個(gè)角度對(duì)其進(jìn)行研究,研究方向多集中在政府規(guī)制對(duì)電信業(yè)市場(chǎng)績(jī)效的影響,或是電信業(yè)市場(chǎng)結(jié)構(gòu)對(duì)市場(chǎng)績(jī)效的影響,較少有學(xué)者對(duì)電信業(yè)產(chǎn)業(yè)組織進(jìn)行全面的研究,并且這種研究也多基于對(duì)這三者定性定量的分析,而并沒有輔之以實(shí)證研究。因此,本文把傳統(tǒng)的產(chǎn)業(yè)組織理論與政府規(guī)制進(jìn)行融合,構(gòu)造了針對(duì)我國(guó)電信業(yè)這種受到政府規(guī)制影響,并具有一定競(jìng)爭(zhēng)性的壟斷性行業(yè)的R-SCP理論分析框架,并在此分析框架的指導(dǎo)下,對(duì)我國(guó)電信業(yè)的政府規(guī)制、市場(chǎng)結(jié)構(gòu)、企業(yè)行為和市場(chǎng)績(jī)效進(jìn)行全面的分析。整個(gè)分析以市場(chǎng)結(jié)構(gòu)為起點(diǎn),相繼探討了企業(yè)行為并采用數(shù)據(jù)包絡(luò)法(DEA)分析我國(guó)電信業(yè)市場(chǎng)績(jī)效,建立起市場(chǎng)績(jī)效、政府規(guī)制與市場(chǎng)結(jié)構(gòu)的計(jì)量模型,以佐證本文建立的R-SCP范式的成立,并試圖說明政府規(guī)制對(duì)電信業(yè)市場(chǎng)結(jié)構(gòu)的優(yōu)化和市場(chǎng)績(jī)效的提高產(chǎn)生了積極影響。并在整體分析的基礎(chǔ)上,得出政府規(guī)制對(duì)我國(guó)電信業(yè)市場(chǎng)結(jié)構(gòu)的優(yōu)化和市場(chǎng)績(jī)效的提高產(chǎn)生了積極正面的影響,以及電信運(yùn)營(yíng)商的市場(chǎng)行為對(duì)市場(chǎng)績(jī)效的形成存在調(diào)節(jié)作用,并發(fā)現(xiàn)我國(guó)電信業(yè)正處于轉(zhuǎn)型時(shí)期。從而提出為使得電信業(yè)市場(chǎng)持續(xù)健康發(fā)展,政府應(yīng)該盡快完善電信監(jiān)管體系、適當(dāng)?shù)拈_放基礎(chǔ)電信市場(chǎng)等政策。同時(shí),為了成功完成電信企業(yè)的轉(zhuǎn)型,提出了企業(yè)應(yīng)加大研發(fā)投入,政府應(yīng)減少企業(yè)轉(zhuǎn)型束縛等若干建議。
[Abstract]:As an industry strictly regulated by the government, the government's regulation policy has largely determined the market structure of China's telecommunications industry. Since 1994, the government has implemented a number of reform measures on the telecommunications industry. Including the adjustment of the market structure of telecom industry and the regulation of telecom operators' behavior, which makes the market structure of our telecom industry develop from the initial complete monopoly to the three oligopoly monopolies. What kind of influence does government regulation have on the market performance and market structure of China's telecommunications industry, and what policies should be adopted by our government to make the telecommunications industry develop healthily and continuously? The majority of scholars only study it from one of the angles. The research focuses on the impact of government regulation on the market performance of telecommunications industry, or the impact of market structure on market performance. Few scholars have carried out comprehensive research on telecom industry organization, and this kind of research is based on qualitative and quantitative analysis of these three, and has not been supplemented by empirical research. This paper combines the traditional industrial organization theory with the government regulation, and constructs the R-SCP theory analysis frame which is influenced by the government regulation and has a certain competition in the monopoly industry. Under the guidance of this framework, this paper makes a comprehensive analysis of the government regulation, market structure, enterprise behavior and market performance of China's telecommunications industry. The whole analysis takes the market structure as the starting point. In order to prove the establishment of R-SCP paradigm, this paper discusses the enterprise behavior and analyzes the market performance of China's telecommunications industry by using data envelopment method (DEAA), and establishes a measurement model of market performance, government regulation and market structure. It also tries to explain that government regulation has a positive impact on the optimization of market structure and the improvement of market performance of telecommunications industry. It is concluded that government regulation has a positive effect on the optimization of market structure and the improvement of market performance in China's telecommunications industry, and the market behavior of telecom operators has a regulating effect on the formation of market performance. It is also found that China's telecommunications industry is in a transitional period. In order to make the telecommunications market develop healthily, the government should improve the telecommunication supervision system as soon as possible and open the basic telecommunications market appropriately. At the same time, In order to successfully complete the transformation of telecom enterprises, this paper puts forward some suggestions that enterprises should increase their R & D investment and the government should reduce the shackles of enterprise transformation.
