【摘要】：在國家層面以RD支出和科研人員全時當量代表科技投入,分別以高被引論文和三方專利代表科技產出,實證研究結果表明C-D、CES和VES生產函數(shù)均能較好地揭示科技投入與論文產出的關聯(lián),而對科技投入與專利產出數(shù)據(jù)的解釋能力相對較弱。在分析要素產出彈性E_(GERD)、E_(RFTE)與規(guī)模報酬m的基礎上,指出RD經費投入過量或科研人員投入過量均不利于提高論文產出或專利產出,同時模型選擇也至關重要。建議在把握論文產出與專利產出具體關系的前提下,參照等式φE_(GERD)+ψE_(RFTE)=1動態(tài)調整科技投入量從而提高規(guī)模績效。
[Abstract]:At the national level, R & D expenditure and full-time equivalent of scientific research personnel represent scientific and technological inputs, and high cited papers and tripartite patents represent scientific and technological outputs, respectively. The empirical results show that both C-DCES and VES production function can reveal the relationship between scientific and technological input and paper output. On the basis of analyzing the elasticity of factor output (ESP) and scale reward m (m), the interpretation of scientific and technological input and patent output data is relatively weak. It is pointed out that excessive R D investment or excessive investment by researchers is not conducive to the improvement of paper output or patent output, and the selection of model is also very important. It is suggested that under the premise of grasping the specific relationship between paper output and patent output, With reference to equation 蠁 E / D) 蠄 E / D / RFTE1 dynamic adjustment of scientific and technological input to improve scale performance.
